About this opportunity
The Federal Aviation Administration is conducting a market survey to identify potential vendors for the construction of a new Airport Traffic Control Tower (ATCT) and Terminal Radar Approach Control (TRACON) facility at Greenville-Spartanburg International Airport in South Carolina. The project involves constructing a 187-foot tall ATCT with a 12-sided cab featuring a 173-foot cab floor height, along with a single-story base building of approximately 17,868 square feet and site improvements across 5 acres. The procurement will be structured as a Firm-Fixed Price Construction contract under NAICS code 236220 (Commercial and Institutional Building Construction) with a design-bid-build approach. Interested vendors must submit capability statements by 1:00 p.m. ET on September 17, 2025, addressing company expertise, experience with similar projects, government contract administration capabilities, SAM registration status, potential procurement risks, and insights on Project Labor Agreements. The FAA emphasizes that this market survey is for informational purposes only and does not guarantee procurement of services or represent a commitment to enter into a contract.
This procurement does not utilize any set-aside designations and no incumbent contractors are identified in the documentation. The estimated construction cost ranges between $10 million and $40 million, with the NAICS size standard set at $45 million for qualification purposes. The project timeline spans 732 calendar days with construction award scheduled for May 2026 and completion expected in August 2028. The facility will be constructed to International Building Code Risk Category IV standards and will include comprehensive infrastructure such as foundations supported by driven piles, a Fiber Optic Transmission System, and a new Radio Receiver site. The FAA will provide government-furnished materials including generators, switchboards, power systems, and transfer switches, while the contractor will be responsible for obtaining permits, coordinating with airport operations, and ensuring regulatory compliance throughout the 24-month construction timeframe.
