About this file
This Statement of Work (SOW) details the construction of a new Airport Traffic Control Tower (ATCT) and Terminal Radar Approach Control (TRACON) facility for the Federal Aviation Administration (FAA) at the Greenville-Spartanburg International Airport in South Carolina. The project involves constructing a 187-foot ATCT with a 12-sided cab, a single-story base building of approximately 17,868 square feet, and site improvements across 5 acres. The construction will include foundations supported by driven piles, a Fiber Optic Transmission System, and a new Radio Receiver site, with an estimated project duration of 732 calendar days.
Key project details include a construction award scheduled for May 2026 with completion expected in August 2028, and a comprehensive scope covering site preparation, utilities, infrastructure, building construction, and security systems. The facility will be built to International Building Code Risk Category IV standards, with multiple levels including console access, electronics equipment spaces, and administrative areas. The FAA will provide certain government-furnished materials such as generators, switchboards, power systems, and transfer switches. The contractor will be responsible for obtaining necessary permits, coordinating with airport operations, managing site access, and ensuring compliance with all regulatory requirements.

Statement of Work GSP ATCT/TRACON Construction
1.1 SCOPE OF WORK
Specifications (Attachments J-3 – J-3c) with the referenced standards, drawings (Attachment J-2a – J- 2e) and design data handbook (Attachment J-4), specified in the Contract Documents, cover the requirements of the Federal Aviation Administration, hereinafter referred to as the Government or FAA, for all work associated with the construction of a new Airport Traffic Control Tower (ATCT) and Terminal Radar Approach Control (TRACON) (A11) facility at the Greenville-Spartanburg International Airport in Greer, South Carolina, hereinafter referred to as the Airport. The Contractor shall furnish all labor, materials, services, equipment, insurance, security notifications, licenses, permits, and fees in accordance with applicable Federal, State, and local regulatory requirements in accordance with the specifications, drawings, contract clauses, and wage rates.
The project consists of construction of an ATCT with a single story base building roughly 17,868 square feet in size. The combined facility will be erected on an approximately 5 acre site. The ATCT and TRACON/Base Building will be compliant with International Building Code (IBC) Risk Category IV. The ATCT is 187 feet (ft) Above Ground Level (AGL) to the top of the structure. The structure has, to include appurtenances, with 12 levels and will be constructed from structural precast concrete panels and structural steel. The ATCT shaft will have two egress staircases and two elevators.
The 12-sided cab is 679 square feet and is situated such that eye level elevation is 178 ft AGL. Below the cab are four occupied levels containing the console access level, junction level (including a break room and restrooms), electronics equipment level, and spaces for electrical and mechanical equipment.
A guardrail which can also serve an antennae ring is situated on the roof above the cab. The TRACON/Base Building will contain administrative offices, bathrooms, conference rooms, shipping and receiving space, storage space, fire protection system space, air handlers, the TRACON, equipment racks, electrical space and the critical power distribution system which includes one engine generator, one facility Uninterruptable Power Supply (UPS) with battery rack, automatic transfer switches, and critical power panel space.
The TRACON/Base Building foundation consists of a structural slab supported by various mat slabs and driven piles. The driven piles in the TRACON/Base Building foundation are vertical and are between 39′ and 100′ in depth, depending on the location.
The site improvements include structural fill placement and compaction, grading, seeding, drainage, utilities, duct backs, paving, striping, security fencing, security lighting (including cameras), fiber optic direct bury, duct bank, concrete reinforced duct bank, and landscaping.
The project also consists of a new Fiber Optic Transmission System (FOTS) communication loop at the Airport that provides field connectivity to all FAA surveillance and navigational aids. The communication loop shall be redundant and have separated routes to comply with diversity requirements. Implementation of the new FOTS loop will utilize a combination of new duct bank and existing FAA and Airport owned duct bank.
Lastly the project also consists of a new Radio Receiver site. The FAA Communications group is currently performing a site determination for the receivers, is expected to finish that in September 2025 and Engineering Services will be including this as an option for the main ATCT construction contract.
1.1.1 Describe the site location:
The project site (site 12) is located to the east of GSP Drive on airport property. It is immediately adjacent to multiple generation aviation facilities and down the street from the fire department building on the airport grounds. The site is rectangular in shape and is 5 acres in size. Due to existing topography
DRAFT
significant amounts of fill will occur during the early portions of the project to bring the overall site up to street level.
A Contractor staging and laydown area is located immediately adjacent to the fire department. This is located down the street west of site 12.
1.2 CONTRACT DELIVERABLE
The contract deliverable will be a fully constructed ATCT and TRACON/Base Building ready for occupation short of the FAA-supplied electronic equipment installation, which is scheduled for FY28.
1.3 CONTRACT LINE-ITEM NUMBER (CLIN)
The Work Break-Down Structure (WBS) for this project is 4.5, Construction, with the following Assets each representing a separate contract line-item number.
