About this opportunity
The Indian Health Service is issuing a notice of intent to award an Urgent and Compelling firm fixed-price bridge contract for midlevel provider services to NATIVEARC (UEI: F7B6FDR8X8E4), set-aside for Indian Small Business Economic Enterprise, with a response deadline of September 15, 2026. The contract is a six-month bridge engagement (September 1, 2026 through February 28, 2027) valued above the simplified acquisition threshold to provide Physician Assistants, Nurse Practitioners, and Certified Nurse Midwives at the Rosebud Service Unit Outpatient Department in Rosebud, South Dakota, supporting outpatient and women's health services for American Indian and Alaska Native beneficiaries.
The Government is pursuing a waiver from competitive procurement under FAR 6.103-2, citing urgent operational need and the time required to credential new full-time equivalent clinical staff. Market research determined no alternative vendors or federal sources could deliver fully credentialed, privileged providers within the timeframe needed to prevent service disruption. Prospective competitors may submit clear and convincing evidence that competition would benefit the Government without being cost- or time-prohibitive and without hindering the mission. The determination to proceed non-competitively remains solely within Government discretion. This solicitation is not a request for quotes or proposals. All contractor personnel must hold current, unrestricted state licenses, appropriate certifications, current BLS, DEA registration where required, and pass IHS credentialing and background investigation standards. Professional liability insurance must meet $300,000 per occurrence and $1,000,000 aggregate minimums. The contract is funded with fiscal year 2026 Medicaid resources.
Notice text
The Great Plains Area Indian Health Service (GPAIHS), Aberdeen, SD, hereby submits a notice of intent to award an Urgent and Compelling, firm fixed-price, commercial medical service bridge contract for Midlevel – Physician Assistant (PA), Nurse Practitioner (NP), and Certified Nurse Midwife (CNM) for the Outpatient Department at the Rosebud Service Unit, Rosebud Indian Health Service, Rosebud, South Dakota. The Urgent and Compelling Contract will be awarded to NATIVEARC; SAM UEI: F7B6FDR8X8E4.
This requirement is to support outpatient and women's health services, ensuring continuity of patient care, compliance with applicable healthcare standards, and uninterrupted clinical operations at the Rosebud Service Unit.
Period of performance is for a six (6) month period. Anticipated award date 09/01/2026.
The estimated total value of this contract is above the simplified acquisition threshold.
The urgent and compelling contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.103-2, as the urgent need exists and a delay would ensure uninterrupted healthcare service while the Government completes the acquisition process for a competitive contract. Another fact is the time that it takes to credential new contract Full-Time Equivalent (FTE) staff.
Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the agency.
The determination not to compete the proposed action is solely within the discretion of the Government. Information received normally will be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred for responding to this notice.
This is not a request for quotes or proposals.
Questions or comments to this Notice of Intent to award Urgent and Compelling needs to be directed to William Kohl, Contract Specialist via William.Kohl@ihs.gov. No telephone responses will be honored.
