About this opportunity

The 354th Contracting Squadron at Eielson Air Force Base, Alaska is issuing a Request for Information due May 15, 2026 to identify vendors capable of conducting a bench-scale feasibility study on granular activated carbon renewal technology. This is market research only; no contract award or payment obligation will result from responses.

The Government seeks professional scientific, engineering, analytical, and advisory services to evaluate whether spent PFAS treatment media from Eielson AFB can be successfully renewed using a proposed process under Interior Alaska operating conditions (approximately 35°F liquid operating temperature). The study explicitly excludes procurement of treatment systems, construction, or operational services.

The contractor shall develop and execute a bench-scale feasibility approach addressing five primary objectives: determining successful renewal capability of spent GAC; evaluating process performance at representative low-temperature conditions; assessing post-renewal media effectiveness for PFAS removal using recognized analytical methods; evaluating rinse efficiency and solvent removal practicality for field implementation suitability; and providing options and recommendations for potential pilot-scale demonstration or future deployment. Deliverables include a technical memorandum summarizing methods, test conditions, results, key findings, feasibility determination, and recommended next steps, plus one virtual stakeholder briefing.

The period of performance is approximately 30 calendar days after receipt of Government-furnished samples including spent and unused GAC samples, water quality data, and operational information.

NAICS code 541690 (Other Professional, Scientific, and Technical Consulting Services) applies, with a 19 million dollar size standard. Interested vendors shall submit a capability statement limited to four pages, indicating business size for NAICS 541690, socio-economic statuses, and CAGE code to Tara Richmond (Tara.richmond@us.af.mil) and Amn Tait Loggins (Tait.loggins@us.af.mil).
