About this file
This is a Statement of Objectives (SOO) for a bench-scale feasibility study evaluating granular activated carbon (GAC) renewal technology at Eielson Air Force Base in Alaska. The Government seeks contractor support to determine whether a GAC renewal process can effectively regenerate spent PFAS (per- and polyfluoroalkyl substances) treatment media under Interior Alaska operating conditions. The requirement is limited to professional scientific, engineering, analytical, and advisory services and explicitly excludes procurement of treatment systems, construction, or operational services.
The contractor shall develop and execute a bench-scale feasibility approach addressing five primary objectives: (1) determining whether spent Eielson AFB GAC can be successfully renewed using the proposed process; (2) evaluating process performance at representative low-temperature conditions (approximately 35°F liquid operating); (3) assessing post-renewal media effectiveness for PFAS removal using recognized analytical methods; (4) evaluating rinse efficiency, solvent removal practicality, and field implementation suitability; and (5) providing options and recommendations for potential pilot-scale demonstration or future deployment. The contractor shall provide a technical memorandum summarizing methods, test conditions, results, key findings, feasibility determination, and recommended next steps, along with one virtual stakeholder briefing. The period of performance is approximately 30 calendar days after receipt of Government-furnished samples, which will include spent and unused GAC samples, water quality data, and operational information. Proposals should address technical approach, relevant experience, schedule, key personnel, assumptions, and pricing. The associated RFI (Solicitation FA5004) indicates NAICS code 541690 (Other Professional, Scientific, and Technical Services) with a 19 million dollar size standard, and interested vendors should submit capability statements limited to four pages.

1. Purpose The Government seeks contractor support to evaluate the technical feasibility of a granular activated carbon (GAC) renewal process for spent PFAS treatment media currently used at Eielson AFB’s Water Treatment Plant.
The objective is to determine whether the proposed renewal process can effectively regenerate spent GAC under operating conditions relevant to Interior Alaska and support a future Government decision regarding pilot-scale demonstration or field deployment.
This requirement is for professional scientific, engineering, analytical, and advisory services only and does not include procurement of treatment systems, construction, or operational services.
2. Background Eielson AFB utilizes GAC-based treatment systems primarily for PFAS removal from drinking water sources. Current media management practices require periodic replacement and shipment of spent carbon off-site and out of state.
The Government is interested in evaluating whether an alternate GAC renewal technology may provide a technically viable option for future use, particularly considering:
· Logistical constraints, including Eielson’s remote and isolated designation
· Cold weather operating conditions
· Existing GAC system vessel compatibility
· Continued PFAS treatment effectiveness
3. Objectives The Contractor shall develop and execute a bench-scale feasibility approach that addresses the following objectives:
3.1 Technical Feasibility
Determine whether spent Eielson AFB GAC can be successfully renewed using the proposed process.
3.2 Cold Weather Applicability
Evaluate process performance at representative low-temperature conditions (minimum target: approximately 35°F liquid operating condition).
3.3 PFAS Treatment Performance
Assess post-renewal media effectiveness for PFAS removal using recognized analytical methods.
3.4 Process Practicality
Evaluate rinse efficiency, solvent removal practicality, and suitability for field implementation.
3.5 Deployment Path Forward
Provide options and recommendations for potential pilot-scale demonstration or future deployment.
4. Scope The Government expects offerors to propose a technical approach that may include:
· Review of Government-furnished water quality and operational data
· Receipt and handling of spent and unused GAC samples
· Bench-scale renewal testing
· PFAS analytical testing
· Screening-level feasibility conclusions
· Conceptual pilot deployment options Offerors are encouraged to propose innovative, efficient approaches consistent with commercial best practices.
5. Deliverables At minimum, the Contractor shall provide:
5.1 Technical Memorandum
A concise written report that summarizes the following:
· Methods
· Test conditions
· Results
· Key findings
· Feasibility determination
· Recommended next steps
5.2 Stakeholder Meetings
One virtual briefing / conference call to present results and answer Government questions.
6. Period of Performance The anticipated period of performance is approximately:
· 30 calendar days after receipt of Government-furnished samples
7. Government-Furnished Information The Government anticipates providing:
· Spent GAC sample(s)
· Unused GAC sample(s)
· Available water quality data
· General operating information relevant to treatment systems
8. OASIS+ Scope Compliance Statement This requirement is limited to professional engineering, scientific, analytical, logistics-planning, and advisory support services. It does not require construction, manufacturing, system operation, or supply acquisition as the principal purpose, and is intended to be performed consistent with OASIS+ scope.
9. Proposal Expectations Offerors should submit concise proposals describing:
· Technical approach
· Relevant experience
· Schedule
· Key personnel
· Assumptions
· Price image1.jpg
