About this opportunity

The Executive Office for United States Attorneys is procuring Grand Jury Court Reporting Services on behalf of the U.S. Attorney's Office, Eastern District of Tennessee, with quotes due November 11, 2026 at 1:00 PM Eastern. The procurement is a Total Small Business set-aside under NAICS 561492, and offerors must verify small business status in their quote or be excluded from award consideration. Multiple single-award IDIQ contracts may result.

Performance is in Knoxville, Chattanooga, and Greeneville, Tennessee, and offerors may quote any location or combination. Grand jury sessions run twice monthly in Knoxville (about five hours per session) and once monthly in Chattanooga and Greeneville. Transcripts are delivered on 10-business-day, 5-business-day, 3-business-day, next-business-day, or same-business-day timelines, and attendance is billed hourly with a three-hour daily minimum. The base period runs March 1, 2027 through February 29, 2028, with four one-year options through February 29, 2032, and the contract may be extended an additional six months.

Each quoted location requires a minimum of two court reporters. Personnel require a minimum Tier 2 Moderate Risk Public Trust background investigation. Current security clearances are not required at proposal submission but must be obtained before performance. Contractors supply equipment meeting security requirements, no government-furnished property or workspace is provided, and site security reviews occur annually after award. Condensed transcripts and videotaping are not required.

The contract is Time-and-Materials with fixed unit prices that include all costs; travel is reimbursed under the Federal Travel Regulation. The Government guarantees a minimum order of $1,000 over the contract life, with a $100 minimum per order. Attachment 2 quantities are estimated usage, not guaranteed minimums. The incumbent is County Court Reporters, Inc. under Contract #15JA0522D00000072.

Evaluation factors are proposed key personnel qualifications, past performance within the last three years, and price, with technical and past performance combined significantly more important than price. Only the prime contractor's past performance is evaluated, and subcontractor experience is not attributed to the prime. Questions were due November 2, 2026 at 1:00 PM Eastern, and the Q&A attachment uploaded November 2, 2026 is the latest update. The quote due date falls on Veterans Day, a federal holiday.
