The contract will have one base year and four one-year option periods, commencing August 1, 2025, with contractors required to provide 3-10 court reporters and 2-4 videographers per location. All court reporting personnel must obtain Tier 4 High Risk Public Trust background clearances, with some proceedings potentially requiring Tier 5 Top-Secret clearance. The evaluation will focus on three factors: Technical approach (including key personnel qualifications and remote deposition capabilities), Organizational Past Performance, and Price, with technical and past performance factors being significantly more important than price. Questions were due by July 17, 2025, and quotes must be submitted by July 25, 2025, at 4:00 PM Eastern Time, with an anticipated award date in August 2025.
This procurement is designated as a 100% small business set-aside under NAICS code 561492 with a size standard of $19 million in average annual receipts. The government anticipates making one to two multiple awards with a minimum guaranteed amount of $3,000 for the base period. Services will be performed at multiple locations including 40 Foley Square, 500 Pearl Street, 300 Quarropas Street, 86 Chambers Street, and 26 Federal Plaza in New York City, as well as White Plains. Historically, the office handles approximately 325 grand jury panels and 200 depositions annually, with the possibility of 3-6 simultaneous proceedings on any given day.
