Contractors must provide two to four court reporters and videographers per location, with personnel requiring T4 Grand Jury Security clearance to handle sensitive materials. The evaluation will focus on technical capabilities, key personnel qualifications, past performance, and pricing, with technical and past performance factors being significantly more important than price. Critical deadlines include questions due by June 12, 2025 at 4:00 PM EST and quotes due by June 13, 2025 at 4:00 PM EST, with an anticipated award in June 2025.

The contract structure includes a base period from July 1, 2025 to June 30, 2030, with four one-year option periods, and carries a minimum dollar guarantee of $3,000 for the initial base period. The government anticipates making one to two multiple awards to handle an average of 24 grand jury panels and 25 depositions annually, with typically two simultaneous proceedings occurring per day. Services will be performed primarily at the Western District of Oklahoma Federal Courthouse in Oklahoma City, with all task orders operating under Time and Materials pricing structure.
