About this opportunity
The Department of Defense Education Activity (DoDEA) is seeking a sole source contract for comprehensive suicide prevention instructional resources for grades 6-12 across its 161 schools serving over 67,000 students worldwide. The procurement will include a systemic suicide prevention curriculum that can be delivered as standalone classroom lessons, print and digital instructional resources, virtual professional learning materials, and a valid suicide risk screening instrument. The requirement is specifically targeted at school counselors, psychologists, and nurses who need evidence-based prevention tools aligned with the National Strategy for Suicide Prevention. DoDEA intends to award a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract under FAR 13.106-1(b)(1), with a pre-solicitation notice posted on March 3, 2025, and responses due by March 17, 2025. The agency has determined that only one responsible entity, Riverside Community Care, Inc., can meet its precise requirements for suicide prevention programming.
The contract will have a one-year base period with potential for two additional three-month option periods, categorized under NAICS code 611710 for Educational Support Services. Riverside Community Care's Signs of Suicide program is the anticipated sole source contractor, having previously held a 10-year contract that ended in August 2024. While no specific budget range was disclosed, the contract will be below the simplified acquisition threshold and requires the contractor to provide resources available 24/7/365 and meet stringent cybersecurity standards including FedRAMP Level 2 compliance. The instructional resources must include three 2-hour professional development webinars and maintain Section 508 accessibility requirements. A full competitive procurement is planned for fiscal year 2026, with this sole source award serving as a bridge to ensure continuous suicide prevention services for DoDEA students.
