About this file
This is a Justification for Other than Full and Open Competition (JOFOC) document from the Department of Defense Education Activity (DoDEA) for suicide prevention instructional resources. DoDEA plans to award a sole source firm-fixed-price contract to Riverside Community Care, Inc. for their Signs of Suicide program for grades 6-12 students, with a 12-month base period and two 3-month options under FAR Clause 52.217-8.
The justification explains that DoDEA's previous 10-year contract with Riverside ended in August 2024, followed by a contract award to Executive Learning Lab, LLC that was terminated for convenience. DoDEA requires immediate continuation of suicide prevention services, and Riverside's Signs of Suicide program is cited as the only solution that includes psychometrically valid student screening tools. The document includes extensive market research showing that while other vendors exist in this space (with details on 17 matches in FPDS and 13 in DSBS), none can provide the specific combination of classroom instruction and validated screening tools required. DoDEA staff's familiarity with the Signs of Suicide program is noted as critical for swift implementation without delays for new training. A notice will be posted on SAM.gov for 10 days, though no interested sources are anticipated. A full competition is planned for FY2026.

Background
In August of 2024, after approximately ten years of working with Riverside Community Care, Inc.’s and its Signs of Suicide instructional resources, DoDEA’s contract with Riverside Community Care, Inc. ended. A contract for suicide prevention was then awarded to Executive Learning Lab, LLC; however, that contract was terminated at the Government’s convenience, leaving DoDEA bereft of a suicide prevention program. The preventive education provided by the Signs of Suicide program and the related staff monitoring of student behavior has helped DoDEA maintain an excellent record of suicide prevention as compared to other US public school systems of similar size.
Rationale
There is an urgent and compelling need for DoDEA to provide suicide prevention instructional resources and screening of students exhibiting suicidal ideation. Consequently, DoDEA requires a one-year contract with Riverside Community Care, Inc.
to provide its Signs of Suicide program. Riverside Community Care, Inc. is the only company that markets this program, and it has no resellers. Signs of Suicide is the only program that the market research has identified which includes a psychometrically valid and reliable screening of students exhibiting suicidal ideation.
Since DoDEA staff have several years of experience with the Signs of Suicide program, minimal professional learning will be required to continue the program, which will enable swift implementation of the program. Implementation of the Signs of
Suicide program will also allow continuity of instruction for students and staff who are already familiar with the program. Any other program would require a significant delay in implementation to provide the professional learning, etc., and an unacceptable long break in suicide prevention instruction. Any such delay would be dangerous, potentially leading to a student not being identified and provided support to prevent him or her from self-harm.
Based on the rationale above, the Contracting Office has made the determination to issue a sole source solicitation to Riverside
Community Care, Inc. as the only entity that can provide the required educational services.
6. Efforts to Obtain Competition
A notice of the proposed contract action as a sole source procurement will be synopsized and posted in SAM.gov for a period of ten days as required by FAR 5.201. Based on the information in paragraph #5, competition for this action is not feasible.
7. Fair and Reasonable Cost Determination
The total estimated cost of will be evaluated for fair and reasonable in accordance with FAR 13.106-
3(a)(2). The independent government cost estimate (IGCE), which was conducted within the previous 12 months, provides the basis for determining fair and reasonable cost. Certified cost and price data are not required.
