About this opportunity

The Department of Defense Education Activity (DoDEA) is seeking commercial, off-the-shelf (COTS) digital suicide prevention instructional resources for students in grades 6-12 across their global school system of 161 schools. The required solution must include instructional resources, a digital screener aligned to those resources, and professional learning and technical support, with demonstrated evidence of reducing acts of violence, self-harm, and suicide in schools where implemented with fidelity. The proposed curriculum must be planned, sequential, delivered as stand-alone classroom lessons, and aligned with the National Strategy for Suicide Prevention while being developmentally appropriate and digitally accessible. The digital screener component must be a valid, self-reporting instrument for identifying suicide risk factors to be administered at least once annually. This is currently a Request for Information (RFI) issued solely for planning purposes, with responses due by October 3, 2025 at 12:00 PM EST, and the full solicitation expected to be posted on SAM.gov in the November-December 2025 timeframe.

This opportunity has no set-aside designation and no incumbent contractors are identified in the documentation. The contract will have a 5-year period of performance from March 21, 2026 through March 20, 2031, serving approximately 26,908 students in grades 6-12 for the 2025-26 school year across DoDEA's Americas, Europe, Middle East, and Pacific regions. The digital screener component will need to accommodate approximately 27,000 students annually in the first year, declining to 26,200 students by year five. DoDEA indicates a preference for a single award but may potentially split the contract between grades 6-8 and 9-12 components. While a non-binding price estimate template has been provided with the RFI, no specific budget ranges or award values have been disclosed at this pre-solicitation stage.
