About this opportunity

The Department of Defense Education Activity (DoDEA) is seeking to procure comprehensive, commercial off-the-shelf (COTS), 100% digital health education instructional resources for grades 6-12, including middle school 9-week courses for grades 6-8 and high school 0.5-credit courses for grades 9-12. The resources must be standards-aligned to the National Health Education Standards, 3rd Edition, and based on research-based best practices that help students master learning objectives. Key requirements include integration with DoDEA's learning management systems (Schoology and Google Classroom) via ClassLink single sign-on, FedRAMP Level 2 compliance (waivable on a case-by-case basis), Section 508 accessibility compliance, support for Chrome and Edge browsers, formative and summative assessments with automatic grading for multiple-choice components, and virtual professional learning delivered through eight synchronous webinars during the base year. The contractor must also provide industry-standard technical support via phone or email within one business day, maintain 24/7/365 system access with minimal downtime, and ensure data security through AES-256 encryption at rest and TLS encryption in transit with US-based data centers. The solicitation (No. HE125426QE032) is anticipated to be posted on or about May 14, 2025, with an expected award date of approximately August 24, 2026, and interested parties must register under NAICS code 611710 in the System for Award Management (SAM) prior to submitting quotes.

This procurement is being conducted as a full and open competition with no set-asides, and DoDEA expects to award a single Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for a 5-year base period. The anticipated Year 1 requirement includes approximately 2,800 student licenses and 163 educator licenses, scaling to 2,050 student licenses and 168 educator licenses by Year 5. No specific incumbent contractors are mentioned in the pre-solicitation notice, and no explicit budget range or award value is provided in the materials. All contractor personnel with access to student data must be U.S. citizens and complete annual DoD Privacy Act and Personally Identifiable Information (PII) training, with written compliance verification required 120 days before each contract year's expiration. The pre-solicitation notice was posted on April 6, 2026, with a pre-solicitation comment deadline of April 10, 2026, though vendors should not submit formal quotes until the full solicitation is posted to SAM.gov.
