About this opportunity

The Naval Air Systems Command (NAVAIR) intends to procure a new GPS Waypoint Sequence Building software program for F-5 aircraft, designed to replace an obsolete Windows XP-based system. The software must operate on a standalone Windows 11 computer and generate sequence data compatible with two different cockpit display unit (CDU) variants used across F-5 aircraft. The procurement will be a sole source Firm Fixed Price (FFP) contract with Battlespace Simulations Inc., issued under Federal Acquisition Regulation (FAR) Part 6. Potential vendors must be registered in the System for Award Management (SAM) Database and submit specific company information including CAGE Code, Unique Entity ID, payment terms, and pricing details by March 14, 2025, at 2 P.M. EST. Responses will be evaluated to determine whether a competitive procurement might be conducted, though the Government retains sole discretion in this decision.

The contract has no specific set-aside designation and is categorized under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. Non-Recurring Engineering (NRE) is expected to be completed within six weeks of award, with a total Period of Performance (PoP) of six months. The Government requires a software installation package for four standalone Windows 11 computers, and invoicing will be processed through Wide Area Workflow (WAWF) with NET 30 payment terms. The solicitation (RFQ Number N0042125Q0085) will require the contractor to export waypoint sequences as CSV files that can be transferred to aircraft via a secured USB device. The procurement is specifically for the Department of the Navy's Naval Air Warfare Center and falls under the IT and Telecom Platform Products category.

Introduction

The Naval Air Systems Command (NAVAIR), PMA-226 Specialized and Proven Aircraft, Adversary Integrated Product Team (IPT), intends to solicit and award a sole source Firm Fixed Price (FFP) procurement of an updated Global Positioning System (GPS) Waypoint Sequence Building software program to replace the current program in use, which operates on Windows XP and has fallen into obsolescence. The GPS Waypoint Sequences are created in the software program, exported as a comma separated values (.CSV) file, transported to the aircraft with a Universal Serial Bus (USB) flash drive, and then uploaded to the cockpit display unit (CDU). Two (2) different CDU variants are used across F-5 aircraft. They are form-fit-function equivalents of one another, but they have different internal components and utilize different operating systems. A new GPS Waypoint Sequence Building software program will operate on a standalone (no internet connection) Windows 11 computer and export sequence data that is compatible with both versions of the CDU. That file will be transferred to the aircraft via a secured USB device. Non-Recurring Engineering (NRE) is anticipated to complete no more than six (6) weeks from the date of receipt of award. The anticipated total PoP is six (6) months from the date of receipt of award. The Government requires a software installation package for four (4) stand-alone windows 11 computers. Request for Quote (RFQ) Number N0042125Q0085 will be issued on a sole source basis with Battlespace Simulations Inc. under the authority implemented by Federal Acquisition Regulation (FAR) Part 6.
