About this opportunity

The Government Publishing Office (GPO) has issued a Request for Information (RFI) to conduct market research on the supply of offset and inkjet-treated paper products to support congressional printing operations. This RFI is not a binding solicitation and does not constitute a commitment to award a contract or compensate respondents. The GPO seeks to understand industry capability to supply both offset and inkjet-treated paper rolls in specific configurations (40 lb. rolls in three widths: 13", 15", and 18.5") that comply with JCP A55 standards, with delivery required within one month of order placement. Respondents must provide detailed information including capability descriptions, past performance, contract vehicle holdings (GSA MAS, SEWP), NAICS and PSC code recommendations, risk identification, Rough Order of Magnitude pricing on a per-pound basis, lead times, minimum order quantities, manufacturing source identification, and concurrent product supply capability during a transition period. Responses are limited to 20 pages in PDF format and must be submitted by May 11, 2026, at 3:00 PM EST to jwebb@gpo.gov and tmizelle@gpo.gov. Delivery is required to either the Washington, DC Headquarters or Laurel, Maryland Facility.

No set-aside designation applies to this procurement. The draft CLIN structure specifies six line items totaling 2,286,000 pounds: three CLINs for offset paper (528,000 lbs, 272,000 lbs, and 724,000 lbs) and three CLINs for inkjet-treated paper (264,000 lbs, 136,000 lbs, and 362,000 lbs). The RFI indicates that the GPO anticipates a phased transition to inkjet-treated paper over approximately six months in the first year, during which both product types may need to be supplied concurrently. No specific incumbent contractor names or award values are disclosed in this pre-solicitation notice. The Government Paper Specification Standards document referenced in the procurement establishes comprehensive quality requirements and acceptance criteria for the paper products, including specifications for brightness, opacity, strength properties, and finish standards based on TAPPI and ASTM testing methods.
