About this file

This is a Request for Information (RFI) issued by the Government Publishing Office (GPO) for market research purposes regarding the supply of offset and inkjet-treated paper rolls. The RFI is not a solicitation and does not constitute a commitment to award a contract; the Government will not compensate respondents for submissions. The GPO, Planning and Control Office, seeks to enhance congressional print product quality by transitioning from current web offset paper rolls to inkjet-treated paper while maintaining concurrent supply of both product types during an approximately six-month transition period in the first year.

The requirement encompasses 40 lb. paper rolls in three widths (13", 15", and 18.5"), 50-inch diameter with 3-inch cores, featuring no splices and compliance with JCP A55 standards, with one-month delivery required after order placement. The draft CLIN structure specifies six line items totaling 2,286,000 pounds: three CLINs for offset paper (528,000 lbs, 272,000 lbs, and 724,000 lbs respectively) and three CLINs for inkjet-treated paper (264,000 lbs, 136,000 lbs, and 362,000 lbs respectively). Respondents must provide capability descriptions, past performance, relevant contract vehicle holdings (GSA MAS, SEWP), NAICS and PSC code recommendations, risk identification, Rough Order of Magnitude pricing on a per-pound basis, lead times, minimum order quantities, manufacturing source identification, JCP A55 standard compliance confirmation, and concurrent product supply capability. Responses limited to 20 pages in PDF format are due May 11, 2026, at 3:00 PM EST to jwebb@gpo.gov and tmizelle@gpo.gov. Delivery locations include Washington, DC Headquarters and Laurel, Maryland Facility.
