About this opportunity

The Department of the Army has issued a Special Notice providing official government responses to industry questions regarding a Draft Request for Proposal (RFP) for Project Management Mounted Armored Vehicle Logistic Fielding Support Services. This announcement, posted on April 2, 2026, serves as a follow-up to the pre-solicitation notice originally published on March 6, 2026. The notice is informational in nature and does not constitute a formal RFP, nor is the Government seeking proposals or additional feedback at this time. The Department of the Army has consolidated all questions submitted by the March 13, 2026 deadline and provided corresponding answers in an attached Q&A document. Interested parties are advised that the information provided is subject to change and they must continue monitoring SAM.gov for future notices, amendments, and the official RFP release.

The underlying opportunity involves an Indefinite Delivery/Indefinite Quantity (IDIQ) cost-plus-fixed-fee contract for fielding and sustainment support across multiple military vehicle platforms, including the Bradley Fighting Vehicle, AMPV, M113, and M88. Key services encompassed by the contract include field service representative support, vehicle maintenance and repair, modification work order installation, new equipment training and deployment instruction, total package fielding, and vehicle deprocessing. Critical requirements outlined in the Government responses include a Secret-level facility clearance for prime contractors at proposal, CMMC Level 2 certification by contract start, and cost accounting system adequacy (with DCAA approval permissible post-award). The Government clarified that only specified labor categories are billable, composite labor rates are established by service type with separate CONUS and OCONUS rates, and the final RFP will reduce the Field Service Representative experience requirement from 10 years to 5 years and allow multiple contracts to collectively demonstrate past performance relevancy. Interested contractors should continue monitoring SAM.gov for the official RFP release and any subsequent amendments.
