About this opportunity

NASA Johnson Space Center has awarded a sole-source follow-on IDIQ contract, number 80JSC026D0026, valued at $95 million to The Charles Stark Draper Laboratory, Inc. under a limited sources justification, for development, maintenance, and application of Guidance, Navigation, and Control (GN&C) products and services for the Aeroscience and Flight Mechanics Division within JSC's Engineering Directorate. The award date is September 9, 2026, and no set-aside was used.

The Government determined that only one responsible source can satisfy agency requirements and that no other supplies or services will meet the program's technical and operational needs. Market research consisted of a Sources Sought Notice posted August 25, 2025 (closed September 10, 2025) and an Intent to Sole Source Notice posted February 26, 2026 (closed March 13, 2026). The single response, from Odyssey Space Research, was determined insufficient after detailed technical review. Per the attached JOFOC summary, Draper's embedded institutional knowledge, tools, and personnel are critical to the Artemis timeline targeting "Boots on the Moon" by end of 2028, and competition would cause unacceptable delays. The JOFOC summary cites 10 U.S.C. 3204(a)(1) as authority.

Per the JOFOC summary, the contract is a single-award IDIQ running five years, June 1, 2026 through May 31, 2031, with performance-based task orders issued on an as-needed basis. Services support the International Space Station, Orion Multi-Purpose Crew Vehicle, Gateway Program, SPLICE project, and United States Deorbit Vehicle. The contracting officer determined anticipated costs to be fair and reasonable, with cost analysis to be conducted before contract execution.

Notice text

This justification provides the rationale for awarding a sole-source follow-on contract (number 80JSC026D0026) valued at $95,000,000 to The Charles Stark Draper Laboratory, Inc. The contract covers development, maintenance, and application of Guidance, Navigation, and Control (GN&C) products and services for the Aeroscience and Flight Mechanics Division (AFMD) within JSC's Engineering Directorate.

In accordance with FAR Subpart 5, NASA conducted market research to identify potential sources capable of meeting agency requirements:

  • Sources Sought Notice: Posted August 25, 2025; closed September 10, 2025
  • Intent to Sole Source Notice: Posted February 26, 2026; closed March 13, 2026

Both notices were published on the Government Point of Entry website (sam.gov) to gauge industry interest and capability to perform the required effort.

Based on responses received, the Government determined that only one responsible source exists capable of satisfying agency requirements. No other supplies or services will meet the technical and operational needs of this program.

For additional information regarding the decision to contract by other than full and open competition, please refer to the attached Justification for Other than Full and Open Competition (JOFOC) document.

Awarded contract 80JSC026D0026 to unknown vendor for unknown amount on 2026-09-09.
