About this opportunity

The Department of Agriculture Forest Service is soliciting a firm fixed-price contract for barbed wire fence repair and replacement for grazing management at the Hector Ranger District on the Finger Lakes National Forest in New York. The project involves removing old non-functioning barbed wire fence and installing new four-strand barbed wire fencing with access gates across five pasture locations: Bailey, Teeter, Campbell, Auble, and Horton Pond. Contractors must demonstrate past performance, experience, and technical approach while being registered in the System for Award Management (SAM). The government will evaluate quotes using a best-value trade-off approach considering past performance, experience, technical approach, and price reasonableness. The solicitation was posted on July 31, 2025, with quotes due by September 1, 2025, and no scheduled site visit or pre-quote meeting is planned, though prospective contractors should visit sites independently and contact Matt Lark at (607) 546-4470 for site-specific information.

This opportunity is set aside for total small business contractors under NAICS code 238990 (All Other Specialty Trade Contractors). The estimated contract value ranges between $100,000 and $250,000, covering fence removal and installation of 680 to 9,819 linear feet of fencing along with installation of 12-foot panel gates and ride-through gates. The performance period extends from September 30, 2025, to May 15, 2026, specifically scheduled when cattle are not present in the pastures. Work will be performed across multiple locations in Schuyler and Seneca Counties, New York, with the primary project address at 5218 State Route 414 in Hector, NY. The contract requires specific materials including Southern Yellow pine pressure-treated wooden posts, 12.5 or 12 gauge galvanized steel wire with 4-point barbs, and steel T-section line posts, with payment based on individual bid item totals rather than total linear feet installed.
