The solicitation requires submission of pricing for all line items in the base year and all four option years to be considered responsive. The offer deadline is April 27, 2026 at 10:00 AM Eastern Time, and prospective contractors are highly encouraged to schedule site visits prior to bidding by contacting Katherine Defayette, the Contracting Officer's Representative, at 802-399-0172.
This acquisition is designated as a Total Small Business Set-Aside under NAICS Code 561730 (Landscaping Services) with a small business size standard of $9.5 million, and the Government intends to make a single award to one contractor. The contract will operate as a firm-fixed-price requirements contract consisting of one base year (April 27, 2026 to April 19, 2027) and four optional one-year renewal periods extending through April 19, 2031, with estimated quantities of 20 mowing/trimming/leaf blowing services and 2 landscaping services per performance year. The contractor is responsible for all labor, equipment, and materials, including compliance with Service Contract Labor Standards requiring a minimum prevailing wage of $14.59 per hour plus 16-20% fringe benefits for grounds maintenance laborers, as well as paid sick leave provisions. Services will be performed at 4387 U.S. Route 4 East, Mendon, Vermont 05701, and the contractor must coordinate site access with the Contracting Officer's Representative through a keypad-gated entrance. The contractor bears all costs for restoring any damage to existing infrastructure caused during maintenance operations, with early deliveries not accepted.
