About this opportunity

The National Institute of Health Clinical Center issued a Notice of Intent on July 8, 2026 to negotiate a sole-source acquisition with Promega Corporation for the GloMax Discover System and Dual Injectors with Pumps, with a deadline of July 23, 2026 for capability statement submissions.

The procurement supports time-sensitive research investigations central to the Clinical Center and NIH missions; the agency asserts that failure to procure from the sole source would jeopardize experiments and waste previously invested funds. The statutory authority cited is 41 U.S.C. 253(c)(1), implemented under FAR 6.302-1 (only one responsible source and no other supply or service will satisfy requirements).

This is not a request for proposal. All responsible sources capable of providing the required equipment may submit a capability statement by email to valerie.gregorio@nih.gov with subject line NOI-CC-OLAO-26-007847 by 12:00 PM Eastern on July 23, 2026. The Government will consider all responses received by the closing date, though the determination to proceed with or without competition remains solely within the Government's discretion.

NAICS 325413 (In-Vitro Diagnostic Substance Manufacturing); PSC 6640 (Laboratory Equipment and Supplies).
