About this opportunity

The National Institute on Drug Abuse (NIDA), acting on behalf of the National Center for Advancing Translational Sciences (NCATS), is seeking to procure a non-competitive Globus Standard Subscription renewal through a Request for Quotation (RFQ). The solicitation is for a commercial service that provides a cloud-based storage and data management platform, specifically the Globus Standard Subscription, which includes unlimited managed endpoints, five Named Support Contracts, Globus Application Integration, and HTTPS Support. Additional services include Globus for Google Drive and Globus for Amazon S3, designed to enable scientific developers to focus on research by streamlining data management and cross-organizational collaboration. The solicitation, identified by number 75N95025Q00080, is being issued under simplified acquisition procedures and will be awarded directly to The University of Chicago - Globus as the sole developer and operator of the service. Quotations must be submitted electronically by December 24, 2024, at 4:00 PM EST, with the contract to be awarded under the NAICS code 518210 for Computing Infrastructure Providers.

The solicitation is not set aside for any specific business category and will be a firm fixed-price purchase order for the period of January 1, 2025, through December 31, 2025. The small business size standard for this procurement is $40 million, though the contract will be sole-sourced to The University of Chicago - Globus due to their unique position as the exclusive provider of this specific service. The total contract value is not explicitly stated in the documentation, but the subscription will provide NCATS scientific developers with a comprehensive data management solution that includes cloud storage capabilities and integration with major platforms like Google Drive and Amazon S3. The place of performance will be determined by the digital nature of the service, with access and management occurring through cloud-based platforms. All services will be subject to HHS/NIH security and privacy requirements, ensuring robust protection of government information and systems throughout the contract period.
