About this opportunity
The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland, awarded a sole-source contract modification to Maritime Surveillance Associates (MSA) of Brunswick, Maine, for $266,448.85 on April 24, 2025. The modification adds a Firm Fixed Price contract line item for software data packages and engineering change proposals to enhance the Global Reconstruction and Measurement System (GRAMS), specifically to develop cloud-based architecture for Impact Level 6 based on the existing IL5 prototype. GRAMS is a post-flight/in-flight analysis tool used by the Navy's Airborne Anti-Submarine Warfare Intelligence team to analyze acoustic intelligence data and determine sound pressure levels. The contract was awarded under sole-source authority because MSA is the original developer of GRAMS from the 1990s and holds exclusive rights to the software, making them the only source capable of providing the required technical updates and improvements.
