About this opportunity
The Naval Air Systems Command (NAVAIR) at Patuxent River, MD, intends to modify an existing delivery order with Maritime Surveillance Associates (MSA) for software and engineering enhancements to the Global Reconstruction and Measurement System (GRAMS). The primary objective is to transition the current system to a cloud-based architecture at Impact Level (IL) 6, building upon an existing IL5 prototype. NAVAIR plans to pursue this procurement as a sole-source action under the authority of 10 U.S.C. 3204(a)(1), citing MSA as the exclusive designer and developer of GRAMS with unparalleled technical expertise. The government will consider capability statements received within 30 days of the synopsis publication date, with a written response deadline of February 13, 2025. Interested parties should submit information via email to Diane McCauley and Samantha Lysaght, understanding that the government retains full discretion in determining whether to conduct a competitive procurement.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. Maritime Surveillance Associates, located in Brunswick, MA, is the current and proposed contractor for this modification to Basic Ordering Agreement N00019-21-G-0003. The contract falls under the Custom Computer Programming Services NAICS category (541511) and National Defense R&D Services PSC category (AC13), suggesting a technically complex software development project. While specific award values are not disclosed, the modification focuses on developing a cloud-based architecture for an existing measurement system. Subcontracting opportunities are available, with interested parties directed to contact Mike Worthington at MSA for potential collaborative arrangements. The notice emphasizes that this is not a competitive solicitation, but rather a notification of intent to proceed with a sole-source modification.
