Pursuant to the information distributed in a previous Sources Sought Notice 19AQMM22R0071 dated December 14, 2021, the Department of State’s Bureau of African Affairs and Bureau of Political-Military Affairs intends to host a virtual Pre-Proposal meeting on Thursday, November, 17, 2022 from 1000 hours to 1100 hours EST.

To receive dial-in information, please email GlobalAdvisory@state.gov with the subject, “Global Advisory Industry Day RSVP” and copy Contracting Officers Daniel Jackson (JacksonDJ@state.gov) and Jocabed Domingue (DomingueJ@state.gov) and Contract Specialists Michael Nelson (NelsonMD@state.gov) and Andrew Lawson (LawsonAR@state.gov).  

Offerors should also be aware of the following information:  
1.    All questions are to be submitted in writing directly to the POC identified below. The Government is not responsible for questions submitted to anyone other than the official POC.  
2.    The Government will only answer questions that are submitted in writing with the name and requirement number listed on the request. Questions may be sent ahead of the pre-proposal conference and the Government may or may not chose to answer them in the presentation to Vendors.  
3.    Program Office personnel are not authorized to discuss the requirement with contractors or third-party personnel.  
4.    Due to limited resources, the Government will be unable to meet individually with contractors. Communication with the Government is limited to written questions submitted to the designated POC.  
5.    Questions asked and answered at the pre-proposal conference will be posted by Amendment in SAM.gov. All other questions asked and answered will also be posted periodically in SAM.gov.  
6.    The Government is unable to reschedule the pre-proposal conference. The designated date and time listed in this announcement will be the only pre-proposal conference.  
7.    Due to the multiple sites involved, site visits will not be conducted. The Government will also not sponsor any contractor visits to any overseas locations.

9.    To facilitate teaming, a list of all contractor attendees’ company and contact information will be provided at the conclusion of the pre-proposal conference. This should not be construed as a commitment on the Department of State to maintain an official bidders’ list.

This notice is to provide an update, clarification and share a draft RFP pursuant to notice 19AQMM22R0071, the Global Advisory IDIQ.  

DOS anticipates an award in the first quarter of FY2024.  The timeline is subject to change, and future updates will be made public via SAM.gov.   

Attached to this notice is a draft RFP for industry review and feedback.  The draft RFP is subject to change and in no way obligates the Government to award a contract.  Feedback is not required but the Department welcomes questions and/or feedback to the draft RFP.  

Questions and/or feedback are due no later than 3:00pm on September 23, 2022. 

The Department also wanted to clarify Organizational Conflicts of Interest (OCI) language that was communicated pursuant to the GLOBALCAP IDIQ notice 19AQMM22R0026.   OCI will only be applicable at the Task Order (TO) level.  Vendors, both incumbent and prospective, are not prohibited from competing for the GLOBALCAP IDIQ and the Global Advisory IDIQ.
