About this opportunity

The Department of the Interior's Bureau of Reclamation is seeking to procure a Flexifloat or equivalent H50 Barge system with a qualified pilot for the Glen Canyon Slough project. The solicitation (ID 140R4025Q0005) requires a barge and operator to support operations at Lee's Ferry, Arizona, with specific equipment transportation and offloading requirements. Interested contractors must submit quotes electronically to Tleff@usbr.gov or Lvance@usbr.gov by December 13, 2024, at 12:00 Noon Mountain Time. While specific evaluation criteria are not explicitly detailed, contractors must meet decontamination protocols following Uniform Minimum Protocol Standards (UMPS) and demonstrate capability to operate the barge system effectively. The solicitation indicates that Reclamation crews will assist with barge assembly, loading, and operations, suggesting collaborative project management.

The contract is not set aside for any specific business category and is open to commercial transportation equipment rental providers within the 532411 NAICS category. The rental period is precisely defined from January 3 through March 5, 2025, including mobilization and demobilization dates. Equipment storage will be available at Lee's Ferry staging area and Reclamation's storage near the dam in Page, Arizona. The Bureau of Reclamation will provide additional support materials like lumber, dunnage, and rubberized conveyor belting for equipment protection. The National Park Service will handle site preparation and area closure, and the contract includes flexibility for potential weather delays or extended quarantine periods. While no specific award value is mentioned, the contract involves equipment rental, pilot services, and comprehensive logistical support for a specialized marine operation in the Glen Canyon area.
