About this file
This is a Questions and Answers document related to a barge solicitation for the Bureau of Reclamation at Glen Canyon. The document addresses contractor inquiries about operational details for a Flexi-Float barge system to be used at Lee's Ferry, AZ.
Key details include: equipment storage will be available at Lee's Ferry staging area and Reclamation's storage near the dam in Page, AZ; Reclamation will provide lumber/dunnage and rubberized conveyor belting for equipment protection; NPS will handle site preparation and area closure; Reclamation crews will assist with barge assembly, loading, and operations. The document specifies decontamination protocols following Uniform Minimum Protocol Standards (UMPS), requiring 140-degree hot water high-pressure spray, with quarantine requirements varying based on equipment condition and origin. Schedule flexibility is confirmed for weather delays or extended quarantine periods, with associated cost allowances. The rental period is planned for January 3 through March 5, 2025, including mobilization and demobilization.

Barge Solicitation Incoming Questions
1. Where are the Flexi-Floats and equipment stored during the quarantine at the time of demobilization if the equipment is going out of state?
We will have access to a staging area at Lee’s Ferry that is generally used by the NPS. It is not fenced though. I believe barge sections would be fine here and more sensitive equipment such as a tugboat could be stored in Reclamation’s storage near the dam in Page, AZ.
1. How deep is the water where the barge will be spud down at the work site?
I don’t have a good answer for this. It generally depends on where we decide to land the barge and offload the equipment. In the image below I’ve noted two potential areas where the river will be shallow enough for spuds. Spuds may not be necessary, but I do believe they would help anchor the barge during offloading and loading operations.
1. Will the Bureau of Reclamation supply the lumber/dunnage to load the equipment onto the Flexi-Float and also on the deck of the Flexi-Float to protect from any damage from the equipment?
Yes, we can supply dunnage. However, the skid steers will be rubber tracked. For the excavator, we’ll bring some rubberized conveyor belting. We use it in our shop, and it works well to protect the surface from track grousers.
1. Will there be any restrictions on access hours or specific permits required for transport or work at the Lee's Ferry boat launch or the slough?
No. All permitting, including USACE 404 permit, and any state stream alteration permitting was done when the NEPA was completed.
1. Who will be responsible for ensuring the site is ready for barge assembly and disassembly (e.g., clearing, temporary dock setup)?
The NPS will clear the area and post signage closing the area to the public. Reclamation crews will be on hand to help move, lift, assemble, and load the barge.
1. Can you confirm the exact protocol for quarantine and decontamination of equipment under Arizona and federal regulations? Will there be onsite inspections, and who coordinates these?
Refer to SOW Section 1.03 Invasive Species Management
Colleen Allen is point of contact for inspection/decontamination Colleen_allen@nps.gov, 928-660-2053 Alex Popores (CC Colleen) is contact for HACCP development alexandria_popores@nps.gov
Decontamination is Uniform Minimum Protocol Standards (UMPS) Decon consist of 140-degree hot water, high pressure spray.
Protocol for prevention of potential invasive species will depend on where equipment is coming from and extent of fouling. If equipment is “Clean Drained and Dry” there will be no decontamination/quarantine prior to launch/work. If equipment is dirty, has plants or water decontamination will be required, type of fouling will indicate quarantine if any Protocol for containment of existing invasive species after work is completed, upon retrieval and prior to transport away from Glen Canyon regardless of destination there will be a mandatory decontamination, the extent of fouling, complexity of equipment and end destination will indicate quarantine timeframe.
1. If additional quarantine time is required, will there be cost allowances or schedule adjustments?
Yes. We will need to pay the additional rental time for the barge and tug unless the vendor is willing to work with us on the quarantine period.
1. Will there be a provision for extending operations in case of delays caused by weather, flow changes, or other unforeseen circumstances?
Yes. We will see the project through to completion. All dates are tentative and for planning/budgeting/soliciting purposes.
1. Is it expected that the contractor’s team operates independently, or will there be personnel from Reclamation or NPS assisting beyond securing equipment?
The Reclamation crew will be working side by side to help in offloading barge, assembling barge, load equipment, secure equipment, offload equipment, and any other tasks required.
