About this opportunity
The National Geospatial-Intelligence Agency (NGA) is seeking academic institutions capable of providing condensed advanced undergraduate and graduate-level courses in geospatial intelligence through the GEOINT Learning Through Academic Programs II (GLAP II) contract. This multiple-award Blanket Purchase Agreement will procure virtual instructor-led or self-paced online courses across eleven subject areas including Artificial Intelligence, Computer Vision, Data Analytics, Remote Sensing, Machine Learning, and Geospatial Information Analysis. Eligible contractors must be regionally accredited colleges and universities with either USGIF accreditation or membership in the University Consortium for Geographic Information Science, and all instructors must be U.S. citizens capable of working with DoD Controlled Unclassified Information. Interested parties must submit white papers not exceeding 20 pages, with the response deadline recently extended to September 19, 2025, at 12:00 pm EST. The RFI amendment clarified that responses are welcome from both USGIF-accredited industry members and accredited academic institutions, as detailed in the revised Performance Work Statement dated September 17, 2025.
This procurement does not utilize any set-aside designations and is classified under NAICS code 611310 for Colleges, Universities, and Professional Schools. The contract establishes a five-year ordering period with courses delivered during standard business hours, primarily in Eastern Time, to support NGA's workforce training needs. Each course is limited to 40 hours of instruction with anticipated class sizes of 10-24 students per session. The program will serve geospatial intelligence professionals within the National System for Geospatial Intelligence and other government entities, requiring contractors to maintain comprehensive course catalogs that can be tailored for government workforce delivery. No specific contract values or budget ranges have been disclosed in this pre-solicitation notice, and no current incumbents or contractors are identified in the available documentation.
