About this opportunity
The U.S. Forest Service, Gifford Pinchot National Forest, Wind River Ranger District, seeks procurement of a commercial-grade fire trailer tank and pump assembly, with quotes due September 8, 2026. The procurement is a Total Small Business set-aside under FAR Part 12 (commercial products), with one firm fixed-price award anticipated.
Place of performance is Carson, Washington. The critical constraint is that the Government owns the existing tandem-axle utility trailer frame (5'×10', 7,000 lbs GVWR); this solicitation covers only the fully integrated skid unit that bolts to that frame and explicitly excludes the chassis, wheels, axles, tongue, and towing coupler.
Tank specifications require minimum 500-gallon capacity, 10-gauge carbon steel construction, internal anti-surge baffles, and interior epoxy coating. Total assembly dry weight must not exceed 2,300 lbs and footprint must match the existing 5'×10' trailer layout. The pump assembly comprises a 13 HP commercial gas engine paired with a twin-impeller centrifugal pump delivering 120 GPM at 40 PSI and 20 GPM at 146 PSI. Integrated plumbing includes a 2-inch self-loading drafting manifold, 2-inch × 20-foot suction hose with foot valve and strainer, manual hand primer, 2-inch main discharge ball valve, and auxiliary ports in 1-inch, 1.5-inch, and 3/4-inch configurations. Accessories include a manual-wind hose reel with 250 feet of 1-inch hose, lockable rear toolbox, shackle tie-down points, and integrated fenders. Delivery is within 30 days of award; local pickup is an option if the contractor is within 100 miles of Carson, otherwise FOB Destination applies. The NAICS code is 336212 (Truck Trailer Manufacturing), size standard 1,000 employees. Evaluation criteria are technical acceptability, delivery capability, and fair and reasonable pricing. Offerors must maintain active SAM registration and submit SF-1449, amendment acknowledgments, a schedule of items, and a requirements compliance checklist with product drawings or brochures.
