The procurement is set-aside for Total Small Business under NAICS 541330, Engineering Services (size standard $19.0 million).
Place of performance is Gerlach, Nevada (approximately 100 miles north of Reno). Work consists of thirty-four shallow borings (5-foot depth or until refusal) along CR 34 north of its intersection with CR 447, with drilling scheduled for June or July 2026. The contractor must provide a truck-mounted drill rig with 6-inch outside diameter auger, a three-person crew (journeyman-level drill operator, drill helper, and laborer with pickup truck), mobilization and demobilization, utility locates, traffic control setup, sample collection supplies (twenty 5-gallon buckets with lids), backfilling materials (pea gravel and cold mix asphalt patch), and office work and task management. Work is estimated at a maximum of 10 hours (one day of drilling) with contractor and FHWA meeting at 8 a.m. at Bruno's Country Club in Gerlach.
Quotations must be submitted electronically as PDF files not exceeding 10 megabytes and include technical capability, pricing, past performance, and mandatory organizational information. Payment uses a fixed-price structure with three Contract Line Item Numbers for mobilization/demobilization (lump sum), drill work (hourly rate for 10 hours), and miscellaneous supplies (lump sum). Davis Bacon wages do not apply. All contractors must maintain current active registration in SAM.gov. A June 1 questions and answers document clarified that pre-coring of asphalt is not required and confirmed the 10-hour labor allocation is binding; bidders may not request adjustment to higher hour estimates.
