About this opportunity
The Federal Energy Regulatory Commission (FERC) is seeking a contractor to provide civil geotechnical and structural consulting expertise for reviewing engineering design information related to Liquefied Natural Gas (LNG) facilities. The contractor will review both front-end engineering designs for proposed LNG facilities and final design engineering information for authorized facilities under construction, ensuring compliance with federal and state regulations, guidelines, codes, standards, and accepted engineering practices. The contractor must possess a minimum of 15 years of professional experience in civil geotechnical investigation and structural engineering, maintain current professional engineering registration, and preferably hold a Structural Engineer license. The government will evaluate proposals using a best-value approach where technical and non-price factors are weighted significantly more heavily than price, with submissions due by July 31, 2025. Questions regarding the solicitation were accepted until May 27, 2025, and Amendment 0001 was issued on May 30, 2025, to provide answers to submitted questions.
This solicitation does not include any set-aside designations for small businesses and will be awarded as a Labor-Hour contract to a single offeror using a blended hourly rate pricing structure. The previous incumbent contractor was Lingwall & Franke Consulting, LLC under IDIQ Contract 89603019D0009, indicating this is a follow-on procurement. The contract structure includes a one-year base period with four one-year option periods, potentially extending the total performance period to five years. The contract will include two labor-hour price line items and one travel line item for each contract period, with typical review turnaround times ranging from one to four weeks depending on project schedules. Performance will be conducted primarily in Washington, DC, where FERC is headquartered, and the contractor may be required to provide expert witness testimony when needed.
