About this opportunity
The National Oceanic and Atmospheric Administration has awarded a sole-source order to SIMBA Enterprises, LLC under GSA contract GS-35F-517AA for commercial satellite data broadcast services supporting GEONETCast America (GNC-A), on June 13, 2026, under a logical follow-on justification citing GSAM/R 538.7104-3(b)(1)(iii).
The order covers near real-time distribution of Level II satellite imagery and environmental data to users across North America, South America, Central America, and the Caribbean Basin. The service has operated continuously since spring 2008. The performance period is 11 months from June 13, 2026 through May 12, 2027, followed by three optional 12-month periods. Estimated contract value is redacted.
Market research identified only two GSA schedule contractors under SIN 517410 with baseline capabilities; transitioning to an alternative contractor would require a minimum 90-day transition period (60 days infrastructure design and build, 30 days testing and training) and substantial non-recoverable costs for direct labor, travel to the Ellenwood, Georgia teleport, and equipment/software purchases. The incumbent currently leases a transponder from Intelsat; any transition would necessitate end-user ground modifications including feedhorn modifications, antenna procurement, and repointing. SIMBA Enterprises is SBA Certified Small Disadvantaged. The justification notes that H.R.1 (119th Congress, passed July 2025) requires C-Band spectrum auction by July 2027, creating uncertainty for the requirement. Place of performance is Leesburg, Virginia (39 Port Evans Road NE) with operational support at Ellenwood, Georgia.
