About this opportunity

The National Institute on Aging (NIA), a component of the National Institutes of Health under the Department of Health and Human Services, is seeking qualified contractors to provide DNA extraction and multi-gene analysis services for rodent tissue samples on an indefinite-delivery indefinite-quantity basis. Core service requirements include performing DNA extraction and isolation from rodent biological samples, conducting polymerase chain reaction (PCR) assays for genotyping of one to ten genes per sample, completing analyses within 72 hours of receipt, performing quality assurance testing on 1% of weekly samples, and providing results through a password-protected, Section 508-compliant online bioinformatics database. Contractors must also arrange shipping logistics with minimum three times weekly sample pickups and overnight express return shipping, store samples for six months post-receipt, and supply all necessary collection materials and equipment. Interested small business contractors must submit capability statements of no more than 10 pages electronically to Scott Duernberger at scott.duernberger@nih.gov by February 16, 2026, at 9:00am Eastern Time. The submission must address each project requirement separately and include the company name, Unique Entity ID from SAM.gov, physical address, total employee count, personnel qualifications, relevant GSA Schedule or GWAC contracts, and both technical and administrative points of contact.

This pre-solicitation notice carries no set-aside designation and does not identify any incumbent contractors. The anticipated contract volume consists of a minimum of 25,200 and maximum of 37,200 samples processed per contract period, with an anticipated contract structure of one 12-month base year followed by four optional 12-month renewal years, allowing for potential long-term engagement with the selected contractor. No specific dollar value range is provided in the pre-solicitation notice, though the sample volume and service complexity suggest a substantial contract opportunity. This is a competitive sources sought notice intended to identify qualified small business contractors prior to formal solicitation, and submission of a capability statement does not obligate the government to conduct further negotiations or issue a contract.
