About this opportunity

The Food and Drug Administration (FDA) has issued a Special Notice announcing its intent to sole source a contract for genotyping services of mice to Transnetyx, Inc. This procurement, designated as solicitation FDA_CVM127318, seeks a contractor to perform single nucleotide polymorphism (SNP) analysis on up to 1,400 mouse tissue samples for the FDA's Center for Veterinary Medicine. The contract is set aside as an 8(a) sole source award under FAR Part 6.302-1(a)(2)(ii), which allows for sole source procurement when only one responsible source can satisfy agency requirements. The FDA has posted this notice as required procedure before proceeding with the anticipated sole source award to provide transparency and allow other potential vendors to demonstrate their capabilities.

The primary purpose of this genotyping service is to validate a genetically modified mouse model that could potentially replace dogs in certain safety studies, ensuring correct mouse breeding and verifying genetic backgrounds across 3rd through 6th generation breeding cycles. Interested contractors have until July 11, 2025, at 3:00 PM EST to submit capability statements demonstrating their ability to perform the required genetic services, with responses to be sent to the designated contracting officer at rodney.aytch@fda.hhs.gov. The FDA anticipates awarding the contract to Transnetyx within 10 days but will review any submitted capability statements to determine if the requirement could be competitively awarded instead. This is a firm fixed-price contract with a 12-month performance period, requiring deliverables including genotyping data reports and SNP summary reports to be submitted via an online database within 24-72 hours of tissue sample submission. The procurement falls under NAICS code 621511 (Medical Laboratories) and represents the FDA's effort to establish a validated mouse colony for future research while maintaining scientific integrity in their testing protocols.

Notice text

The contractor shall provide the services of a single nucleotide polymorphism (SNP) analysis for Pg-p mouse for the study (414.30). The analysis is expected to ensure the correct mice are bred to establish a mouse colony. The expectations of the services are also important to determine if the correct genotypes and genetic backgrounds are being used in future experiments. The contractor shall perform analysis on the samples CVM provides to the contractor. The contractor shall provide results of the analysis to CVM to an online database. The contractor shall be responsible for performing this analysis on up to 1400 samples.
