About this opportunity

The U.S. Geological Survey (USGS), under the Department of the Interior, has issued a Special Notice announcing its intent to award a sole-source purchase order to the University of Oregon's Genomics and Cell Characterization Core Facility (GC3) for genetic sequencing services. The procurement will utilize firm fixed-price terms and covers fragment analysis and Illumina genetic sequencing using NovaSeq 6000 and NextSeq 2000 platforms. The sequencing work will support ongoing studies of slender salamanders (Batrachoseps) and the California red-legged frog (Rana draytonii) to determine population relationships and uniqueness. USGS has classified this under NAICS code 541990 for professional, scientific, and technical services and PSC code B504 for special studies and chemical/biological analysis. The award will be processed under simplified acquisition procedures and commercial item acquisition regulations.

The Special Notice serves to fulfill regulatory notification requirements while justifying the sole-source approach based on the need for data continuity and comparability with previous sequencing runs conducted by the University of Oregon facility. Although this is not a competitive solicitation, responsible sources may submit capability statements for agency consideration by Thursday, August 28, 2025, at 12:00 PM ET via email to vnuno@usgs.gov. Hard copy submissions or responses through alternative portals will not be accepted. The government retains full discretion to determine whether to compete this procurement based on any responses received. The sequencing services are essential for ongoing research requiring maintained continuity with previous work, making the University of Oregon the only viable source according to USGS. No formal solicitation will be issued as part of this procurement approach.

Notice text

The U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS), intends to award a firm fixed-price purchase order to the University of Oregon, Genomics and Cell Characterization Core Facility (GC3), for genetic sequencing services.

The requirement is for fragment analysis and Illumina genetic sequencing (NovaSeq 6000 and NextSeq 2000 platforms) of tissue samples collected for studies of slender salamanders (Batrachoseps) and the California red-legged frog (Rana draytonii). These services will provide essential sequencing data to determine population relationships and uniqueness.

The award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and the procedures under FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The University of Oregon (GC3) is the only source that can ensure data continuity. Maintaining continuity and comparability with previous sequencing runs is critical to the success of ongoing research.

The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement, which will be considered by the agency. No solicitation will be issued. A determination by the Government not to compete this action based upon responses received shall be made at the sole discretion of the Government.
