The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the proposals and prices submitted and the availability of funds.

Rejection of Unreasonable Offers: The Government may reject any quote that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unreasonably high or low in cost when compared to Government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.

Each response must clearly indicate the capability of the Offeror to meet all specifications and requirements. When submitting a proposal it is very important that all offerors understand it is their responsibility to ensure they meet all requirements of the RFQ, not just those requirements stated in the specification such as terms and conditions, representations and certifications. The quote should not simply rephrase or restate the Government’s requirements, but rather shall provide substantiation as to how the offeror intends to meet the requirements. Offers will ONLY be accepted via e-mail. All other offers will be rejected.
