STATEMENT OF WORK

1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to provide the manufacturer's recommended preventative maintenance of three (3) generators located at the International Institute of Tropical Forestry (IITF), Jardin Botánico Sur, Rio Piedras , Puerto Rico and one (1) generator located at the Sabana Research Field Station, Road 983, Int. 988, Km 6.5, Luquillo, PR.

Preventive maintenance will be conducted on a monthly basis. Please reference the Maintenance Plan section to ensure the plan is comprehensive and complete as outlined below including service interval details.

Following is the information on the four (4) generators that will be serviced:

Sabana Field Research Station:

Station generator with transfer switch (stand by)

Contract award is anticipated to include one (1) base year and up to four (4) option years.

1.1. MAINTENANCE.

1.1.1. Routine Maintenance. The contractor shall provide maintenance in accordance with normal commercial practices and as required and/or recommended by the make/model of the generator. The contractor shall commence maintenance after notification from the Contracting Officer (CO). Downtime of the generator will be kept to an absolute minimum. The contractor must notify the CO or the designated representative of all projected downtime and estimated time for repair. The contractor shall prepare and submit a written report within two business days after maintenance is completed. The report shall include the date and time of the service call, the maintenance performed, and the name of the technician performing the maintenance.

1.1.2 Emergency Calls. The contractor shall respond to emergency repair calls within 24 hours after notification during normal business hours. The contractor shall prepare and submit a written report within two business days after the emergency repair. The report shall include the date and time of the service call, the repairs performed, and the name of the technician performing the repairs.

1.1.3 Repairs. If during routine maintenance it is discovered repairs are needed, the contractor will notify the CO or designated representative of repairs needed and associated cost of repairs not covered in the basic service contract. No work is to be done to address the repair without authorization from the CO. The Government reserves the right to pursue repairs through any procurement means available and/or required by Federal regulation.

1.1.4 Submittals. The following submittals must be provided for review and approval prior to beginning work. Any subsequent changes to the approved submittals must be resubmitted for review and approval a minimum of five (5) workdays prior to the planned implementation of the change.

Personnel List. The Contractor shall furnish the CO a complete list of the name, address, and date of birth of each employee engaged in the performance of this contract. The Government may require additional information to establish the identity and legal employment status of each employee having access to Government buildings or facilities.

Maintenance Plan. The Contractor shall implement and maintain a documented maintenance plan, including a preventative maintenance checklist, that identifies all routine maintenance items suggested by the manufacturer and the recommend service intervals.

The maintenance plan and checklist shall serve as the basis for the written report to be provided upon completion of each maintenance cycle.

The contractor shall also maintain a comprehensive list of all maintenance and repair activities, along with dates that each service was recommended, if and when it was completed and any information relevant for future maintenance and repair of the generator.

1.2 GREEN PURCHASING

The Contractor shall utilize products and materials that promote energy conservation, pollution prevention, waste reduction, use of recovered materials, that are environmentally preferable, with recycled content and that are recyclable, and are energy efficient (Energy Star-qualified) to the maximum extent possible without jeopardizing the intended end use, detracting from the overall quality delivered or non-compatible with manufacturers ' operations & maintenance standards.

The Contractor must comply with the Agricultural Act of 2014; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Federal Acquisition Regulation ; Executive Order (EO) 13514, "Federal Leadership in Environmental, Energy and Economic Performance ," dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," dated January 24, 2007; and Presidential Memorandum, "Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement," dated February 2012, to provide bio based products.

The Contractor shall utilize products and material made from biobased materials to the maximum extent possible without jeopardizing the intended end use, detracting from the overall quality delivered to the end user or be non-compatible with manufacturers' operations & maintenance standards. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the CO or designated representative.

The following is an example list of products that may be used in this contract for which biobased products are available. The list is not all inclusive. It is desirable that Contractors be able to supply the greatest number of biobased products listed meeting the health and environmental specifications.

Biobased products that are designated for preferred procurement under USDA's Bio-preferred Program must meet the required minimum biobased content as stated in the USDA Final Rule available at www.biopreferred.gov. The Contractor should provide data for their biobased products such as biobased content and source of bio-based material.

In addition to the biobased products designated by the U.S. Department of Agriculture in the Bio- preferred Program, the Contractor is encouraged to use other commercially available biobased products.

Additionally, at the end of performance under this contract, the winning Contractor shall compile a complete list of biobased products and dollar value, purchased to carry out the contract requirements. This information must be reported to http://www.sam.gov, with a copy to the CO and the designated representative, prior to submission of the final invoice.
