About this opportunity
The Mission and Installation Contracting Command (MICC) at Fort Buchanan, Puerto Rico, is conducting market research to identify qualified sources for comprehensive preventive maintenance and repair services on government-owned generators. This Sources Sought announcement is not a formal solicitation but rather an informational notice designed to gauge contractor interest and capability, with submissions due by February 20, 2026. The Department of the Army is seeking contractors capable of providing monthly preventive maintenance, annual comprehensive maintenance with load bank testing, and emergency repair services for approximately 45 standby generators ranging from 40 kilowatts to 1,840 kilowatts. Interested parties must submit a capabilities statement demonstrating relevant experience, technical skills, personnel qualifications, and past performance on similar projects, though specific evaluation criteria for the eventual solicitation have not yet been formalized. The government is actively seeking bids from socioeconomically disadvantaged businesses, including 8(a) certified companies, HUBZone businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses.
This procurement carries no set-aside designation, meaning all eligible businesses may compete. The anticipated contract will be a non-personal services, firm-fixed-price agreement with a 12-month base period beginning January 1, 2026, followed by four optional one-year renewal periods extending through December 31, 2030, providing potential five-year coverage. Work will be performed during standard core hours of 7:00 AM to 4:00 PM Monday through Friday, with personnel required to be available on-call for emergency response within four hours. The contractor must provide all necessary personnel, equipment, supplies, facilities, and tools, with routine maintenance items up to $1,000 per generator per incident included in preventive maintenance costs, while larger repairs require contracting officer approval and detailed cost estimates. No specific contract value or budget ceiling has been disclosed in this Pre-solicitation Notice, as the government is still in the information-gathering phase before releasing a formal request for proposals.
