The Government requires a 10-year firm term with no options. The offered space must include 840 contiguous ABOA square feet above the ground floor, either separately demised with a separate suite entrance or on a different floor from the remaining 1,043 contiguous ABOA square feet, which must sit in one suite of the building. Three on-site reserved parking spaces are required, and the lease is fully serviced.
Offerors must meet federal, state, and local fire and life safety, security, accessibility, seismic, energy, and sustainability standards, and the building must hold ENERGY STAR certification within one year before the final proposal revision due date or meet statutory exceptions. Offerors must also submit Fire Protection and Life Safety (FPLS) materials unless exemptions apply. Security requirements follow Facility Security Level II, and building access control systems may not connect to federal IT networks. Section 889 telecommunications prohibitions apply. Offerors must register in SAM, and any submission by someone other than the owner or manager requires a letter from the ownership granting permission.
Rental rates are itemized per ABOA and RSF, covering shell rental, operating costs, parking, and Tenant Improvement and Building Specific Amortized Capital components at $47.16 and $12.00 per ABOA square foot, respectively. Award goes to the lowest priced technically acceptable offer, based on present value price evaluation discounted at 5 percent annually.
