About this opportunity

The General Services Administration (GSA) is soliciting proposals to lease warehouse space in Fort Worth, Texas, for the National Oceanic and Atmospheric Administration (NOAA) to store spare equipment parts, weather devices, and replacement parts, as well as to support equipment repair and modification operations. The GSA seeks a minimum of 2,000 to a maximum of 2,300 contiguous square feet of ground-level warehouse space with a 12-foot minimum clear ceiling height, located within a specifically delineated area of Fort Worth bounded by I-820, I-30, Highway 360, Debbie Lane, FM1187, and US-377. Key requirements include a secured wareyard capable of accommodating two permanently parked 20-foot trailers, two reserved automobile parking spaces, a minimum 23-foot turning radius to accommodate work vehicles, weather-resistant commercial-grade electrical outlets (240 VAC 20 AMP and 120 VAC duplex outlets), accessible restroom facilities, Facility Security Level I compliance, and a fully-serviced lease meeting federal fire safety, accessibility, seismic, and sustainability standards while avoiding the 1-percent-annual-chance floodplain. Proposals will be evaluated and awarded to the responsible offeror whose proposal represents the best value using present value price evaluation per the warehouse square foot method discounted at five percent annually, with evaluation factors including building shell rental rates, tenant improvement costs at $6.89 per ABOA square foot, operating costs, parking costs, ENERGY STAR certification, fire protection and life safety standards compliance, and environmental due diligence. Proposals must be submitted by 5:30 PM CST on March 16, 2026, to Torrence Borden at Torrence.Borden@gsa.gov, with the Lease Contracting Officer available at (682) 816-1625.

This solicitation carries no set-aside designation and does not identify any incumbent contractors or current occupants of the space. The specific award value is not disclosed in the solicitation; however, pricing must be provided on GSA Form 1364WH itemizing all lease components including shell rent, tenant improvements, Building Specific Amortized Capital (BSAC) if applicable, operating costs, and parking costs on both a per-ABOA-square-foot and per-rentable-square-foot basis. The lease term is ten years with a five-year firm period, after which the Government retains termination rights with 120 days' notice, providing significant contract duration and stability. The place of performance is Fort Worth, Texas, within the geographically delineated area specified in the solicitation, and the space must be zoned industrial and capable of supporting NOAA's emergency recovery equipment storage and maintenance operations. Lessors must comply with all applicable federal, state, and local laws, maintain comprehensive documentation of building system maintenance, permit government inspection rights at any time, and implement required security measures including physical access control systems coordinated with the Federal Protective Service.
