About this opportunity
The General Services Administration (GSA) is seeking to lease approximately 71,359 square feet of combined office and warehouse space in Ogden, Utah, consisting of 7,459 square feet of office space and 63,900 square feet of warehouse space. This is a new requirement as the government is moving from a federal building with no incumbent landlord. The space must be ground-level with specific operational requirements including 24/7/365 operations, three dock-height doors with leveling ramps, capacity for maneuvering two 72-foot semi-trucks simultaneously, and provisions for a 250kW generator with backup power systems. Additional requirements include parking per local code, dual data circuit telecommunications capability, and compliance with federal standards for fire safety, accessibility, seismic requirements, and sustainability. The original expressions of interest deadline was November 12, 2024, with market survey activities estimated for November/December 2024 and occupancy projected for Fall 2026, though updated documentation indicates revised timelines with expressions of interest due May 9, 2025 and occupancy projected for September 2027.
This procurement does not utilize any set-aside designation and is open to all qualified offerors. Since this represents a new government requirement transitioning from federal building space, there is no incumbent contractor or landlord currently providing these services. The solicitation does not specify award values or budget ranges for the lease arrangement, though it requires fully serviced lease terms with anticipated rental rates to be provided per rentable square foot. The lease structure calls for a 20-year full term with a 10-year firm commitment, and the space must be located within a specifically delineated area bounded by N 4300 N and 1100 W in Pleasant View to the north, Interstate 84 and 1050 W in Riverdale to the south, Harrison Boulevard and Canyon Road in Ogden to the east, and N 6700 W and W 200 N in Warren to the west. Properties offered must not be located in the 1-percent-annual chance floodplain and expressions of interest from non-owners must include written permission from the property owner.
