About this opportunity

The General Services Administration (GSA) is seeking to lease office, laboratory, warehouse, and yard space in Portland, Oregon, with a pre-solicitation notice response deadline of July 23, 2026.

GSA has posted four overlapping or sequential lease proposals for the same geographic area. The primary requirement spans 22,200 to 23,604 rentable square feet (ABOA), consisting of approximately 11,000 SF office, 3,700 SF laboratory, and 7,500 SF industrial/warehouse (subdivided into 5,000 SF light industrial vehicle bay without climate control and 2,500 SF climate-controlled light industrial space). Alternatively, up to 100 percent of required yard space may be accommodated within non-climate-controlled warehouse space. Yard space totals 23,660 to 23,800 SF. The lease term is 20 years full term with a 15-year firm term (one proposal specified a 10-year firm term).

The delineated search area encompasses the greater Portland metropolitan region bounded by the Columbia River at I-5 northward and the Clackamas River southward, excluding properties within the Portland Harbor Superfund Site.

Parking includes 41 surface spaces within yard space (28 standard vehicles 9' by 18', 12 oversized 12' by 24', 1 covered) plus 10 non-reserved spaces beyond ADA requirements. Yard space must accommodate up to 14,000-pound utility vehicles with 36-foot trailers and a 60-foot turning radius (or pull-through equivalent, with alternative solutions considered). The facility requires one ground-level roll-up door (16' wide by 13' high), 16-foot clear warehouse height, 30-foot minimum column spacing, controlled access gate security, and dedicated laboratory infrastructure including specialized HVAC for fume hood and battery storage venting, hydrogen alarms, and acid-neutralizing plumbing.

The space must not be located in the 1-percent-annual-chance floodplain and must meet Government standards for fire safety, accessibility, seismic resilience, and sustainability.
