About this opportunity

The General Services Administration (GSA) Public Buildings Service Region 2 is seeking to lease office and related space in downtown Syracuse, New York, through a competitive solicitation process. The agency requires between 6,500 and 7,800 ABOA square feet of contiguous office space located on the 2nd floor or above, with 24-hour key card access and two covered surface parking spaces. The lease will be awarded using a lowest price technically acceptable (LPTA) methodology, with proposals evaluated based on present value analysis of the full lease term. Offers must be submitted by January 22, 2025, with the government anticipating lease contract award within 120 calendar days after the response due date. Offerors must provide CAD floorplans, parking plans, proof of ownership/authorization, and demonstrate compliance with environmental and energy efficiency requirements.

The solicitation does not include any specific set-aside designations and is open to all qualified lessors of nonresidential buildings. The lease term is 15 years with a 10-year firm term, and includes a tenant improvement allowance of $49.12 per ABOA square foot. Successful offerors must be registered in the System for Award Management (SAM) and provide evidence of an active ENERGY STAR label for the building, with historic properties potentially receiving price preferences of up to 10%. The place of performance is strictly defined within a downtown Syracuse area bounded by specific street coordinates. The building cannot house federal law enforcement agencies or childcare facilities, and the lease will be fully serviced with operating costs subject to annual Consumer Price Index (CPI) adjustments.
