About this opportunity
The General Services Administration (GSA) Public Buildings Service Region 2 is seeking to lease office space in a specific area bounded by Chippewa Street, Delaware Ave., Church Street, and Elmwood Ave. The required space must be between 10,563 and 11,619 square feet (ABOA) and meet stringent technical specifications including minimum 20-foot structural column spacing, 150 lbs. per square foot floor load capacity, 8'6" minimum ceiling height, and inclusion of a loading dock and freight elevator. All interested parties must provide evidence of ownership or written authorization to represent property owners, and the space must comply with government standards for fire safety, accessibility, seismic requirements, and sustainability. The opportunity requires a fully serviced lease and prohibits space located in the 1% annual chance floodplain, while also requiring compliance with telecommunications prohibitions under Section 889 of the FY19 National Defense Authorization Act. Expressions of interest are due by October 14, 2025, with reference to Project Number 5NY0793.
This procurement does not utilize any set-aside designations and no incumbent contractors or award values are specified in the notice. The lease term is structured as a 12-month firm term with a 12-month full term and no option periods, indicating a relatively short-term arrangement. The space requires zero parking spaces across all categories (surface, structured, and reserved), suggesting the location may be in an urban area with alternative transportation options. Internal stairs are specifically prohibited within the leased space, and agents representing multiple ownership entities must provide written acknowledgment of permission to represent multiple parties. The opportunity falls under NAICS code 531120 for Lessors of Nonresidential Buildings and PSC code X1AA for Lease/Rental of Office Buildings.

The U.S. Government currently occupies office and related space in a building under a lease in Buffalo, NY, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
