The Army Contracting Command-Rock Island (ACC-RI), Rock Island, Illinois, intends to issue a Request for Proposal (RFP) under solicitation W52P1J-11-R-0171 for a full range of Information Technology (IT) hardware, software and related incidental services as part of an Information Technology Enterprise Solutions - 3 Hardware (ITES-3H) solution consisting of the following: purchase and lease of commercial UNIX Based Servers, Non-UNIX based servers, desktops, notebooks, workstations, thin clients, storage systems, networking equipment (including wireless), network printers, product ancillaries (including equipment cabinets, racks and mounts), peripherals (including monitors), network cabling products, video teleconferencing (VTC) products, standalone displays (e.g., plasma screens, HDTVs), scanners, Everything over Internet Protocol (EoIP) products, communication devices, power devices, and software provided as part of the end to end solution (includes Enterprise Software Agreements (ESA), Non-ESA, SmartBUY, and Non-SmartBUY), warranty variations, and other related incidental services (system configuration and integration, physical site analysis, installation and relocation, and high availability configuration), accessories, and options.
The applicable North American Industry Classification System (NAICS) code is 334111 with a business size standard of 1000 employees. It is anticipated that the solicitation will be issued electronically approximately mid to late August 2012 via the Army Single Face to Industry (ASFI) and Federal Business Opportunities (FedBizOpps) websites. The Government is not requesting proposals at this time in response to this synopsis. Paper copies will not be available. It is incumbent upon the interested parties to review this site frequently for the issuance of the RFP and any updates/amendments to any and all documents.
Multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts will be awarded with a three (3) year base period, which includes a sixty (60) day phase-in period, and two (2) one-year options. Award will be made to the sources that offer the best value to the Government through the tradeoff process.
The Government plans to make at least eight (8) Indefinite Delivery Indefinite Quantity (IDIQ) awards, with up to four (4) reserved for Small Business offerors within the competitive range.
Individual Firm Fixed Price delivery orders will be issued against the IDIQ contracts in accordance with Federal Acquisition Regulation (FAR) Subpart 16.5 - Indefinite-Delivery Contracts.
The purchase is commercial within the meaning of FAR Clause 2.101 and will be conducted under FAR Part 12 - Acquisition of Commercial Items.

The purpose of this amended notification is to notify of the change of location for the ITES-3H Industry Day to be held on 01 February, 2012.
The new location is: Wallace Theater, 9750 Belvoir Rd, Building 240, Ft. Belvoir, VA 22060. Building 240 is at the corner of Belvoir Rd and 16th St.
There is parking available in the area of the Wallace Theater, however, parking is on a first-come, first-serve basis. Therefore, carpooling is recommended.
Please note that only representatives who have received registration confirmation shall be admitted to Industry Day.
All other information from the previous announcements remains unchanged.

Information Technology Enterprise Solutions-3 Hardware (ITES-3H) Industry Day
This notice serves as official notification of the ITES-3H Industry Day session.
Date: 01 February 2012

Companies planning to attend must RSVP via email to the Points of Contact (POCs) below no later than 1300 EST, 18 January 2012. Companies may bring up to two (2) representatives. Company representatives shall be US Citizens.

Note: ONLY PREREGISTERED ATTENDEES SHALL BE ADMITTED TO INDUSTRY DAY.
Due to extensive construction on Fort Belvoir including rolling closures and variances concerning in-processing time at the main gate, please allow sufficient time for processing to preclude tardiness.
The Government appreciates your interest in the ITES-3H Industry Day. The ITES-3H Industry Day session will follow the principles identified in Federal Acquisition Regulation (FAR) Part 15.201, "Exchanges With Industry Before Receipt of Proposals." The objective of ITES-3H Industry Day is to provide a better understanding of the Army's mission, objectives, constraints, and technical environment so that prospective offerors and their team members may determine whether they are able to satisfy the Army's requirements.
Industry Day will begin with briefings by the Computer Hardware, Enterprise Software and Solutions (CHESS) Product Leader, the Army Contracting Command - Rock Island, Contracting Officer, and the Technical Integration Center Lead. A question and answer (Q&A) session will follow the briefings. The questions posed during the Q&A should not be related to the Source Selection Team, their roles, or responsibilities.
Note: Advance questions are not permitted. Only questions presented at Industry Day shall be answered.
The Government assumes no responsibility for any representation made by any of its officers or agents during the session. Questions received and Government responses furnished during the session are unofficial. Government representatives have been instructed to answer to the best of their ability and knowledge. The Government will not be recording the session. However, the Government will be taking notes to assure that any questions requiring "official" answers have been properly documented. The requirements and strategy as stated during this session are all subject to change as the acquisition evolves; therefore the companies shall rely on the Final RFP.
The Government looks forward to meeting with you and assisting you as you develop unique solutions to our important challenges.
Additional Information:
- Parking is available to visitors in the parking lot north of Building 1458.
- Address is 9351 Chapek Rd, Bldg 1458, Ft. Belvoir, VA. Building 1458 is the only building on that road.
- The Government will not reimburse company representatives for any costs incurred to attend the ITES-3H Industry Day.
- All attendees shall be US Citizens.
- There is limited space available for participants, therefore, space will be reserved on a first come-first serve basis based on receipt of email registrations. The Government will respond to company registration requests with confirmation of space being reserved or not available.

- Visitors are required to enter Building 1458 through the front door.
- No photo, audio, or video equipment is allowed in the building.
- No video or audio recording will be permitted.
- Cell phones and pagers shall be turned OFF while in the Industry Day room.
- No food or drink is allowed in the Industry Day room.
- Only preregistered attendees shall be admitted to Industry Day.
- In the event of inclement weather or an emergency, please follow the guidance provided by OPM www.opm.gov and/or Ft. Belvoir. The Army Contracting Command - Rock Island (ACC-RI), in coordination with Computer Hardware, Enterprise Software and Solutions (CHESS), is issuing this Request for Information (RFI) to obtain information from industry on alternative approaches to promote and ensure competition at the delivery order level under the proposed ITES-3H contract.
The Government is required to promote competition in accordance with FAR Part 13. In accordance with new policies, if a solicitation is advertised for fewer than 30 days and only one offer is received, then the contracting officer shall cancel and resolicit for an additional period of at least 30 days. The Government is seeking alternative approaches to promote and ensure competition at the delivery order level (see paragraph 5.3(g) and language from Performance Requirements Summary of the DRAFT ITES-3H PWS provided below).
Proposed approaches in response to this announcement may include but are not limited to: requirements, mechanisms, or actions on the part of industry and/or the Government at the contract level to facilitate competition at the delivery order level. As the Government intends to include a metric and/or requirements in the ITES-3H action for bid responses, the Government is interested in obtaining proposed reasons from industry to permit exceptions to not providing a quote.
Therefore, as noted above, the Government is seeking information concerning the following items:
1. What mechanisms, approaches, requirements, etc. should the Government consider to
promote further competition at the delivery order level under the proposed ITES-3H to
ensure sufficient offers are received on each RFQ? (Please provide sufficient detail to allow the Government to understand and evaluate the feasibility of your concept)
2. In the event that a bid response metric/requirement is included in the planned ITES-3H contracts, what conditions and/or exceptions should be included?
3. What are legitimate rationales to providing a no bid?
4. What is a beneficial, accurate, and cost effective method to collect and track offer metrics?
5. How can RFQ's/responses be tracked and tabulated when not placed on the IT e-mart? (For example: thru e-mail, FedBid, or solicitation posted to FedBizOpps)
5.3 (g) Responses to Request for Quote (RFQ) and Proposals Report: This report is a means to capture the number of proposal submissions your company submitted in response to a Request for Quote or Proposal. In addition, the number of RFQs or proposals that your company did not provide a bid response to this quarter will be captured. The report is due quarterly. Submit the 15th of January, April, July and October for the previous quarter. Submit to CHESS at PEOEIS.PDCHESS.VndrRpts@us.army.mil. See Attachment A.
Language from Performance Requirements Summary: Acceptable Quality Level - Respond to 35% or greater of all delivery orders solicited competitively. Responses must be within contract scope and within the stated requirements set forth in the orders. "No bid" responses must have rationale for not bidding.
INFORMATION: This announcement is for information and planning purposes only and should not be construed as a commitment by the Government for any purpose. This notice does not obligate the Government to release a Request for Proposal (RFP) or any subsequent action as it relates to the planned ITES-3H. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. No basis for claim against the Government shall arise as a result from a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate.
RESPONSE DATE: The Government requests that responses be limited to two pages. Responses should be provided in a MS Office Word 2007 compatible document and include the company name and address, POC name, telephone number, and email address.
