About this opportunity
The United States Air Force Test Pilot School (USAF TPS) at Edwards Air Force Base is seeking to procure General Aviation (GA) aircraft and associated flight instruction services for its Qualitative Evaluation (QE) program. The Department of the Air Force Materiel Command Test Center is conducting this pre-solicitation to identify contractors capable of supplying multiple GA aircraft types, including ICON A5, Cessna Wren, ultralights, and light sport aircraft for student training experiences. Potential contractors must provide FAA-certified flight instructors with specific qualification requirements, including 1,500 total flight hours, 250 hours in the specific aircraft type, and 500 instructor hours. The aircraft must pass an Air Force Test Center inspection and include specific equipment such as dual controls, transponders, and communication systems. The pre-solicitation notice was posted on January 22, 2025, with a response deadline of February 21, 2024, and is currently a request for information only, not a formal solicitation.
The procurement is not designated with any specific set-aside classification and will be structured as a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 1-year base period and four option years. Operations will be confined to within 100 nautical miles of Edwards AFB, with amphibious operations limited to 20 nautical miles from suitable water landing areas. While specific budget ranges were not disclosed in the documentation, the contract will require contractors to maintain all necessary FAA certifications, insurance, and documentation for both aircraft and personnel throughout the contract period. The primary objective is to provide unique flying experiences for students and staff, introducing them to aircraft with distinctive flying characteristics. Interested parties are advised that all response costs will be at their own expense, and the government is not guaranteeing a response to submitted information requests.

The USAF TPS is where the Air Force's top pilots, navigators, and engineers learn how to conduct flight tests and generate the data needed to carry out test missions. The Qualitative Evaluation (QE) program introduces students to a wide variety of aircraft exhibiting unique flying characteristics or mission systems and is used to broaden the students’ and staffs’ range of experience with unfamiliar aircraft. The targeted GA aircrafts (such as ICON A%, Cessna Wren, Ultralights/Trikes, Light Sport classes) will provide unique flying experiences to students and staff. The aircraft must be able to pass an Air Force Test Center (AFTC) approved Subject Matter Expert inspection. The TPS PM will coordinate and pay for the inspection.
