About this opportunity
The USDA Animal and Plant Health Inspection Service (APHIS) has issued a Special Notice announcing its intent to make a sole source award to GRAPHPAD SOFTWARE, LLC for Geneious Prime Floating Academic Subscription licenses. This notice is not a request for quotes or proposals, but rather a formal notification of the agency's intention to procure this specialized software without competition. The procurement falls under the Simplified Acquisition Threshold of $250,000 and is categorized under software publishers (NAICS 513210) and business application software (PSC 7A21). The contracting activity is located in Minneapolis, Minnesota, while the requesting agency operates from Riverdale, Maryland. The notice was posted on July 14, 2025, with responses due by 5:00 PM EDT on July 21, 2025.
The Special Notice serves to justify the sole source procurement of Geneious software, which is described as mission-critical for scientific analysis and data management related to testing under the Virus-Serum-Toxin Act. APHIS scientists at the Plant Pathogen Confirmatory Diagnostics Laboratory have utilized this software for years, creating specialized analysis pipelines and multi-year sequence databases that are only accessible within the Geneious platform. The agency conducted market research screening for alternative software packages but found no comprehensive alternatives that could integrate with existing pipelines and databases while providing the necessary user interface. Any party believing they can perform this requirement may submit a capability statement for government consideration by the July 21 deadline via email to Contract Specialist Paige Francis at paige.francis@usda.gov. The government reserves sole discretion in determining whether to conduct competitive procurement based on responses received and will not be responsible for any costs incurred by parties responding to this notice.
