About this opportunity

The USDA Agricultural Research Service is seeking gene expression and gene editing services for their Soybean Genomics and Improvement Laboratory in Beltsville, Maryland through solicitation number 1232SA25Q0463. The procurement involves two primary components: using a single vector to express four genes in rice and corn varieties, requiring gene synthesis, vector construction, plant transformation, and gene expression validation to obtain T1 generation seeds from at least 10 confirmed positive lines; and changing a single base pair in a soybean gene from "A" to "C" to obtain T1 generation seeds from at least three mutant lines. Contractors must demonstrate recent relevant experience and provide detailed technical proposals, qualified technician verification, and at least two references. The evaluation will use a Lowest Price Technically Acceptable (LPTA) methodology considering technical acceptability, past performance, and price. Quotes must be submitted via email to shane.pope@usda.gov by August 7, 2025 at 5:00 p.m. CT.

This opportunity is set aside 100% for small businesses under NAICS code 541713 with a size standard of 1,000 employees, and no incumbent contractor is identified in the solicitation materials. The contract period of performance is anticipated to be 10-12 months with specific milestones including vector construction, Agrobacterium transformation, positive transformant screening, and validation through antibiotic resistance and PCR tests. The planned contract delivery date is September 30, 2026, and the government intends to award a single firm-fixed price purchase order. Work will be performed for delivery to the USDA-ARS Soybean Genomics and Improvement Laboratory at Building 006, Room 100 in Beltsville, Maryland. The project aims to improve nutrition, seed quality, and other traits in legume crops by examining the relationship between gene expression and phenotype, with deliverables including protocols, experimental designs, confirmation test results, and T1 generation seeds.
