“Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR Part 13.
(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP.) INSTRUCTIONS FOR THE PREPARATION OF OFFERS (FAR 52.212-1 Addendum)
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.
Offerors shall provide all requested information referenced in this section. Failure to provide all requested information may result in the proposal not being considered for further evaluation.

OFFER SUBMISSION DOCUMENTS
1. Transmittal Summary Letter. A summary cover letter to the submission should provide at a minimum the following (i) Identification of the Point of Contact, current phone number, and email address. (ii) SAM UEI Number, CAGE Code, Tax Identification Number (iii) A list of the submission package contents. Offerors must also completely fill out page one of this document, to include the price for line items.
2. Contractor quote pricing document. Document shall provide detailed pricing breakout in accordance with the CLIN structure and items requested in accordance with the solicitation document. Clearly define service elements associated with pricing must also include requirements defined in the statement of work document (SOW).
3. Contractor technical proposal document. The offeror shall describe its proposed approach using narrative, in sufficient detail for the Government to understand and evaluate the nature of the approach regarding the contractor’s as required by the Work Statement (SOW) as described in the technical requirements. The proposal shall incorporate the timelines and the standard thresholds of completion.
The offeror must clearly and concisely demonstrate the following: understanding of the tasks involved in the service; an understanding of materials that are listed and what is required to complete Gene Expression and Gene Editing as defined in the SOW; and any special issues or problems likely to be encountered. The offeror shall also describe how they will manage the work to minimize errors and omissions and ensure the incorporation of Government comments, concerns, and feedback.
4. Qualified technician verification. Offerors shall submit documentation showing qualification in the field of
Gene Expression and Gene Editing and hold a PhD in the field of Gene Expression and Gene Editing or a like science. This is critical in maintaining the integrity of scientific study. Offerors shall submit supporting documentation for the contractors’ qualifications and documented experience in working on equipment as outlined in the SOW. Documents such as certificates are acceptable examples.
5. Offerors shall provide at least (2) references that demonstrate recent (within the past 5 years) and relevant experience in scientific equipment maintenance as described in the SOW. References may be federal or non-federal customers.

FAR 52.212-2 – Evaluation -- Commercial Items (Addendum).

( a ) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price, Technical, and Past Performance.
Evaluation Methodology
In accordance with FAR Part 13 the Government will award a firm fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Lowest Price Technically Acceptable (LPTA), evaluation method.
Timely and compliant offers will be placed in order from lowest to highest price. A technical evaluation is then performed on lowest priced offeror. If the offeror is technically acceptable award is made, if the offeror is not technically acceptable then the next lowest is evaluated. This process is worked until the LPTA offeror is identified. Offers that are priced higher than the LPTA offer will not be evaluated.
Technical Acceptability is defined as:
1) Meeting all requirements as defined in the solicitation, to include submission of all Quote submission documents referenced in Instructions for the Preparation of Offers (FAR 52.212-1 Addendum). Failure to submit ANY of the required document listed in “Offer Submission Documents (52.212-1 Addendum)” will render your quote non-responsive and thus not eligible for award. Failure to acknowledge all amendments will render your quote non-responsive and thus not eligible for award.
2) The offeror shall describe its proposed approach using narrative description, in sufficient detail, for the Government to understand and evaluate the nature of the contractor’s approach to manage the contract as described in the solicitation and supporting attachment documentation. The Contractor shall provide a plan that address all the aspects identified in the SOW. Offerors that fail to address any aspects or the proposed solution is not compatible with the required or laws will be found unacceptable. Offers that do not provide a technical proposal that is sufficient to convey to the Government complete understanding, will be found unacceptable.
3) Qualified Technician Verification. This requirement will ensure that technicians are capable in the work required as outlined in the performance work statement.
4) Provide documented experience. Failure to provide two recent (within past 5 years) examples of work performed relevant to the equipment defined in the SOW will be prioritized lower. Reference information must include brief description, contract number, dollar magnitude, location of work, and current point of contact information (phone or email). References must be applicable to the prime contractor and any sub-contractors, and must include current contact information, in addition to a brief description of the work. References that do not include this information will result in the offeror being found unacceptable. If references provided do not offer a satisfactory or better, the vendor may be found unacceptable.
