About this opportunity

The General Services Administration Federal Acquisition Service Assisted Acquisition Services Region 7, on behalf of the Air Force Civil Engineer Center (AFCEC), is seeking a contractor to provide comprehensive environmental services across four Air Force bases: Ellsworth, Grand Forks, Minot, and Offutt. The services encompass multiple environmental program areas including hazardous waste management, hazardous material management, environmental sampling and analysis, air quality monitoring, wastewater and stormwater management, solid waste management, pollution prevention, environmental management systems, and petroleum oil and lubricants management. The contractor must maintain environmental compliance, conduct site assessments, prepare permit applications, perform sampling and analysis, update environmental plans, and support regulatory reporting across these environmental domains. Proposals will be evaluated based on four primary factors: Previous Experience, Technical Approach, Past Performance, and Price, with non-price factors being significantly more important than price. All interested parties were required to submit mandatory security clearance documentation and complete base entry authorization forms by October 22, 2025, to participate in site walks scheduled for November 17-20, 2025, though these site visits are currently on hold pending resolution of the government shutdown.

This procurement is set aside as a Competitive 8(a) contract under the NAICS code 541620 (Environmental Consulting Services). The contract period runs for a base of 12 months beginning March 2026 through February 2027, with four optional one-year extension periods extending potential performance through February 2031. The solicitation requires that the prime contractor provide at least 50% of contract performance costs for personnel, ensuring substantial involvement by the small business awardee. No incumbent contractor or specific budget range has been disclosed in the pre-solicitation notice. Offerors must demonstrate relevant experience in similar environmental services within the last three years and submit fully burdened labor rates as part of their pricing proposals, with award intended to go to the responsible offeror offering the best value to the government.
