About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID), part of the Department of Health and Human Services National Institutes of Health, is seeking software maintenance and support services for GCI PowerTools, specifically the GCI PowerTools Viewer application. This web-based, read-only viewing tool supports clinical research studies by providing controlled access to clinical trial artifacts and documentation to ensure regulatory compliance with FDA requirements and European Medical Association standards. The procurement is being conducted as a sole-source acquisition under FAR Part 6.302-1, meaning only one responsible source has been identified as capable of meeting the requirement; therefore, competitive evaluation criteria are not applicable, though the government reserves the right to determine whether to compete the requirement. The response deadline for capability statements is March 6, 2026 at 2:00 p.m. Eastern Standard Time, with responses to be submitted via email to linda.smith2@nih.gov. The contracting officer will evaluate price reasonableness as a key determination factor prior to award.

This procurement carries no set-aside designation and represents a follow-on contract renewal with the incumbent contractor, Global Cents GCI LIVE, LLC, located in Lake Zurich, Illinois. The estimated contract value is $15,682 for annual maintenance renewal, representing a firm-fixed price purchase order. The performance period extends from March 9, 2026 through December 31, 2026, with the place of performance located in Rockville, Maryland. The GCI PowerTools Viewer has been integrated within NIAID's Validated Enterprise Document Repository Management System (VEDRMS) since 2016 and is critical to supporting the Office of Cyber Infrastructure and Computational Biology and the Clinical Informatics Branch's mission of integrating IT and clinical expertise for NIAID's research initiatives. The contract falls under NAICS code 513210 (Software Publishers) and PSC code 7A21 (IT and Telecom - Business Application Software).
